Re:               information request – downtown drinking establishments

In response to recent requests for information involving both a specific downtown drinking establishment and the general topic of the methods the City Commission has to control the number of these establishments in the downtown area, we offer the following reports and attachments:

§ Report from Frank Reeb in response to a 09/09/03 request from the City Commission for a staff review of the first three state liquor excise tax returns for the BrewHawk, 733 Massachusetts. (with attachments)

§ Report from Frank Reeb regarding the methods used by Pittsburg, Kansas to address concerns with underage drinking in their drinking establishments. (with attachments)

§ Report from Brad Hoff providing a history of the 55% food sales requirement, information on a survey of other cities with a major university and how (if) they regulate drinking establishments in their downtown, and an inventory of the current number of drinking establishments in the Downtown Lawrence C-3 zoning area. (with attachments)

§ Report from Ron Olin providing analysis of police activity related to the drinking establishments downtown. (with attachments)
