Please include the following item on the City Commission consent agenda for consideration at their February 3, 2004 meeting:

2004 Phase I Waterline Improvements

The 2004 Capital Improvement Plan (CIP) for the Utilities Department includes funds to complete the construction of waterline projects designed in the fall of 2003.  The City Commission approved the engineering contract with BG Consultants in September 2003.   The purpose of the project is to improve flow characteristics in the City of Lawrence waterline distribution system and replace older sections of pipe installed during the early 1900's. The project has been specified under two separate contract documents. 

The project includes the following locations:

• W. 11^th St., Massachusetts to Tennessee (Replace  of 10” CI 1886).

• 10^th St., Tennessee to New Hampshire (Replace  various size 1886-1948). 

• Vermont, 9^th to 11^th (Replace  8” CI 1940) .

• New Jersey St., 11^th to 14^th (Replace 6” C.I. 1886/1922). 

• E. 12^th St., New Jersey to Delaware (Replace 6” C.I. 1886/1922).

Another set of waterline projects being designed by EBH and Associates will be ready for bid within the next two months.   

Action Request. 

We request approval from the City Commission to set a bid opening date of February 24, 2004 for the waterline projects.
