MEMORANDUM

As requested by the City Commission at their January 27, 2004, meeting, I am providing this update with regard to the status of the barn at 933 Rhode Island Street and the property owner’s proposed actions to remedy the existing condition.
Attached are two documents received from Paul Horvath, the property owner. In the first document received on February 6, 2004, Mr. Horvath suggested that the initial phase, either dismantling or supporting the existing structure to allow for footings to be poured, would be completed by March 26th. Once this is accomplished, the framework can begin and the shell would be substantially completed within six (6) weeks.
Mr. Horvath’s second letter details his productive meeting with Tom Costello, a local expert. Mr. Horvath describes his intent to ‘re-build’ the existing structure by putting temporary supporting walls in, etc. without ‘disassembling’ the entire structure. This would allow for new footings to be established and for the frame of the structure to be re-built/repaired. Mr. Horvath also explains that Mr. Costello will be retained as a consultant throughout the process of this project.
It is staff’s recommendation that a resolution be adopted outlining phases of this project to be complete, including a performance bond to ensure completion. A suggested time-frame could be as follows:
February 27, 2004 Owner/contractor secures building permit for rehabilitation of barn, in accordance with the plans approved by the HRC in 2001 (copies of relating correspondence and drawings are attached).
March 26, 2004 Temporary supports for structure established, new footings completed.
April 29, 2004 Framework (shell) completed.
June 30, 2004 Entire project completed.
