Re:       Agenda Item

Date:    February 10, 2004

Please include the following item on the City Commission consent agenda for consideration at their February 17, 2004 meeting:

Bucher Willis & Ratliff  Supplemental Engineering Amendment for 6th St Waterline

The Utilities Department has been working with BWR engineers since 2000 on a project to design waterlines with the proposed 6th street improvements being completed by Public Works and KDOT. The original  project included the design of two 12 inch waterlines from 6th and Wakarusa to the East end of the  interchange at K10  and 6th Street.   There have been a few changes in the last  few months that were not included in the original scope of services for BWR.  The first change was due to the completion of the Master Plan and the recommendation to install a 16 inch line on the south side as opposed to a 12 inch line.  To meet KDOT schedule for the revisions, the change was completed by the consultant and requires an adjustment to the original fee in the amount of $12,893.86.

In addition to the above revisions,  the 16 inch  waterline will be designed to extend to the west side of K10.   This will accommodate the future meter location for  Rural Water District No. 1 , adjacent to their  new pump station;  and will extend the waterline to the west side of K10 to provide a means for water service to this area in the future.   To that end, staff recommends that we accept a supplemental agreement for the design services from BWR in the amount of $19,450 for this work.   At this time, BWR is hopeful that the additional design to the west side of K10 can be included in the waterline/ street  plans currently being finished by BWR.  However, this can also be bid as a stand alone project if obstacles become apparent in the process of completing the plans.

Action Request

We request approval from the City Commission to increase the engineering design fee with Bucher Willis and Ratliff Corporation in the amount of $32,343.86 to accommodate modifications in the original design plans and to allow design of a 16 inch waterline to the west side of K10.

Thank you for your assistance.  Please advise if you have any questions.
