Re:     T-Mobile’s UPR for Placement of Cell Tower

If T-Mobile receives the land use approval for placement of a tower on the City’s property, the City Commission will direct staff to negotiate a site agreement with T-Mobile, for review and approval by the City Commission.  The site agreement will establish the rental rate, the term of the agreement, use restrictions, access issues, insurance requirements and related matters. 

We have been in contact with representatives of T-Mobile regarding the process for obtaining a site agreement with the City.  T-Mobile has submitted a site agreement for review and consideration.   

In 2001, the City executed a site agreement with VoiceStream Kansas City, Inc. after VoiceStream obtained the land use approval to construct a 150 foot monopole at the Clinton Water Treatment Plant.  T-Mobile’s plans propose to locate its tower next to the existing monopole.

The City has entered into agreements with other telecommunications service providers after the providers received authorization to locate equipment on City water towers.  See the attached table.
