Peterson – Monterey Way
Peterson – Kasold Intersection
On December 26, 2003 the City Commission approved Resolutions 6518, 6519, and 6520 (for the above street improvement projects respectively) setting out the findings of the Governing Body and ordering the construction of the improvements.
City Staff has reviewed the complexity of these projects and have determined that from a design perspective the City would be best served by combining these projects, as well as economies of scale and coordination/timing. We have discussed the development of these projects with Landplan Engineering and have negotiated contracts for engineering services, specifically:
Road Improvements:
Monterey Way – Peterson North to Grand Vista $157,850
Peterson Road – Monterey Way to Kasold 196,750
Kasold/Peterson Intersection 24,000
Waterline Improvements:
Monterey Way south of Peterson Road 11,070
Monterey Way north of Peterson to Grand Vista 11,070
Peterson Road __15,000
Total $415,740
The scope of services includes:
1. Preliminary and Final Road Design plans for Monterey Way North, Peterson Road, Kasold/Peterson Intersection.
2. Master Geometric Study.
3. Phasing Plan.
4. Traffic Study for the intersection to determine appropriate design.
5. Master Hydrologic Study
6. Easement and right-of-way descriptions.
7. NPDES permitting with KDHE.
8. Coordination and location of Southern Star facilities.
9. Waterline locations and plans for construction on Monterey Way (north and south) and Peterson Road.
10. Separation of quantities for each project to be apportioned between benefit districts.
11. A coordinated streetscape plan (optional).
We are recommending that the engineering design contract be approved with Landplan Engineering for the following reasons:
1. In May 2002 Landplan Engineering was contracted to provide engineering services on Monterey Way (south) from Stetson Street to Peterson. Due to several unforeseen issues (right of way, Southern Star, and costs) this project was put on hold for several months. In October 28, 2003 the benefit district was reestablished with a new construction estimate that would provide for the changes necessary to complete the construction (Resolution 6502).
2. The intersection at Monterey Way and Peterson is really a key issue. Both Monterey Way and Peterson as they approach the intersection have very steep grades. The intersection will include a roundabout. Substantial lowering of this intersection is necessary to provide acceptable grades. Tying the intersection back into both Monterey Way and Peterson will take several hundred feet. The elevation and tie-ins of the intersection are critical to have a successful project.
3. The issues with Southern Star on Monterey Way South include the relocation/realignment of the pipeline to accommodate coverage and distance requirements. The relocation will tie back into the existing line north of the intersection. Street alignment and elevation of Monterey Way North needs to be coordinated with the Monterey Way South project and the gas line relocation project. Landplan has worked the issues out with Southern Star and is preparing the application for permit with Southern Star.
4. Combining these projects under one contract (especially the construction) would be the most efficient.
5. Coordination of traffic control and sequencing of the project will be most efficient under a single contract.
6. The adjacent properties also have challenges with grades and drainage. Landplan is working with the adjacent owners (the benefit district property owners) to develop plats for those areas. It is important that the street elevations for Monterey Way and Peterson are compatible with what can practically be accomplished within these developments. If Monterey Way or Peterson were built without regard to the adjacent property elevations, access from any proposed development might not reasonably be able to be accomplished.
7. The improvements at the intersection of Kasold and Peterson include the installation/construction of a signal. This will require turning lanes and other geometric improvements that will extend along Peterson Road.
8. Right of way and easements: Landplan has been working/coordinating the right of way and easement issues between the City, property owners, and other utilities.
Finally, Landplan Engineering has a comprehensive understanding of the construction, sequencing, benefit district, utility and land issues. Landplan has provided the City with professional services on a variety of projects in the past and can successfully complete the engineering services for these projects as well. Therefore, staff is recommending that Landplan Engineering be selected to develop the plans and specifications for Monterey Way North, Peterson Road, and the Kasold/Peterson intersection.
