ITEM NO. 1: Review and approve the minutes of the Traffic Safety Commission meeting, January 12, 2004.
ACTION: Approve minutes if appropriate.
ITEM NO. 2: Consider proposal to establish NO PARKING along the south side of 25th Street between Cedarwood Avenue and Ridge Court and to permit parking along the north side of the street. Map
Facts:
1. This item was requested by the Commission at the January 2004 meeting as a part of denying a request from Algona Phipps, 1715 W. 25th Street, to establish NO PARKING along the south side of 25th Street between Cedarwood Avenue and Ridge Court.
2. 25th Street is classified as a local street and is paved 26 feet wide.
3. Parking is currently prohibited along the north side of the street.
4. Traffic counts taken 3 December 2003 show 930 vehicles per day eastbound with an 85th percentile speed of 33.5 mph and 1020 vehicles per day westbound with an 85th percentile speed of 32.0 mph.
5. There have been no police reports of crashes in this area filed during the past three years.
ACTION: Provide recommendation to the City Commission.

TRAFFIC SAFETY COMMISSION MINUTES February 9, 2004
The Lawrence Traffic Safety Commission met in regular session at 7:30 p.m., in the City Commission Room in City Hall with Chair Paul Graves presiding and Commissioners Steve Blackwell, Caroljean Brune, Danny Drungilas, Robert Hagen, Matt Jordan, Caleb Morse and John Ziegelmeyer Jr. present. Staff members David Woosley (Public Works Department) and Officer Mike Monroe (Police Department) were present.
ITEM NO. 1: Review and approve the minutes of the Traffic Safety Commission meeting, January 12, 2004.
MOTION BY COMMISSIONER MORSE, SECONDED BY COMMISSIONER DRUNGILAS, TO APPROVE THE MINUTES OF THE JANUARY 12, 2004, TRAFFIC SAFETY COMMISSION MEETING. THE MOTION CARRIED 8-0.
ITEM NO. 2: Consider proposal to establish NO PARKING along the south side of 25th Street between Cedarwood Avenue and Ridge Court and to permit parking along the north side of the street.
David Woosley reviewed the information provided in the staff report.
Commissioner Morse stated that it sounds like a good idea to solve the problem.
MOTION BY COMMISSIONER MORSE, SECONDED BY COMMISSIONER BRUNE TO RECOMMEND ESTABLISHING NO PARKING ALONG THE SOUTH SIDE OF 25TH STREET BETWEEN CEDARWOOD AVENUE AND RIDGE COURT AND TO PERMIT PARKING ALONG THE NORTH SIDE. THE MOTION CARRIED 8-0.
ITEM NO. 4: Public Comment.
Betty Alderson, 1920 Maine Street, suggested that the traffic signal at the intersection of 19th Street & Iowa Street should have a left-turn phase added for eastbound traffic when funding is available.
Algona Clough, 1715 W. 25th Street, stated that the new bus shelter at the intersection of 25th Street & Iowa Street blocks the view of drivers at the intersection.
ITEM NO. 5: Commission Items.
Commissioner Morse stated that he had obtained some information on Walking To School that he would like to have distributed to the Commission in the next meeting packet.
ITEM NO. 6: Miscellaneous.
It was noted that the letter from S.M. Kortlucke, 1805 Maine Street, concerning the traffic diverter on 18th Street between Maine Street & Missouri Street was left out of the agenda packet.
ITEM NO. 3: Receive presentation from Bill Ahrens, Transportation Planner on the proposed requirements for Transportation Impact Studies and Access Management Guidelines.
Due to a family emergency, Bill Ahrens could not attend the meeting. The presentation will be rescheduled.
The meeting adjourned at 8:05 p.m.
The next scheduled meeting of the Traffic Safety Commission is Monday, March 1, 2004.
