Emergency Response Plan Update:
The Utilities Department was required to complete a Vulnerability Assessment (VA) of the water facilities before December 31, 2003 in accordance with the EPA regulations. This was completed prior to the deadline and sent to the appropriate EPA Headquarters. The second phase of the Bioterrorism Preparedness and Response Act requires the City of Lawrence to update the Emergency Response Plan (taking onto account the information in the Vulnerability Assessment) within 6 months after completing the VA study.
Black and Veatch was selected in 2003 to complete the vulnerability assessment and the emergency response plan update. Staff has met with B&V representatives to develop the scope of work for the Emergency Response Plan update. The scope of work will address items presented in the Vulnerability Assessment and provide a revision / update in the format and content of the existing Emergency Response Plan. The work will also incorporate revisions that will consider the Wastewater Treatment facility.
Action Request:
Utility Department staff requests approval from the City Commission to authorize the City Manager to enter into an engineering services contract in the amount of $35,000 with Black and Veatch to complete the Emergency Response Plan revisions and update in accordance with the EPA regulations.
