Re:       Agenda Item

Date:    March 10, 2004

Please include the following item on the City Commission agenda for consideration at their March 16, 2004 meeting:

Kaw Plant Lime Residuals Project Change Order

Project History

This project involves improvements at the City of Lawrence Kaw Water Treatment Plant and the Wastewater Treatment Plant to meet new regulatory requirements for lime residual removal and disposal.  The project was originally initiated by KDHE and required the City to cease discharging the lime residuals to the Kansas River.  Funding for this project is from the SRF loan fund.  The contractor for the lime residual improvements is CAS construction.

Project Status.

Work is nearing completion with final cleanup, completion of the instrumentation and controls.  Permit compliance is scheduled for April 2004 and we should have no problem with this deadline barring any unforeseen issues. The current change order is required as follows:  (1.) Modifications to the concrete inlets at the Wastewater Treatment Plant lagoon (2.) Finalize the time and material work that was previously approved by the City Commission for piping at the Kaw plant, (3) Storm Drainage Swales at the WWTP.     The following changes to the contract:

  1. Lagoon Inlet Modifications -   $17,579.64

  1. Final Adjustment in Cost for previously approved Time & Material work

Projected T&M for 16 “presettling Line -           $ 65,707.00

Projected T&M for VCP Sewer replacement -     $ 21,571.61

  Final T&M for both –     $ 67,826.16

Deduct Amount from Contract -    ($ 19,452.45)

  1. Storm Drainage Swales at the WWTP -   $14,999.99 not to exceed work directive change for improvements to storm drainage that are needed as a result of the expansion work.  The work will be completed as time and material and a final change order will be completed to reconcile the final costs.

Net Change in Contract Price for item 1, 2 & 3 = $13,127.18

Action Request

We request approval from the City Commission to approve the dollar increase in CAS’s contract for the Lime Residuals Project as noted above in the amount of $13,127.18.

Change Order No. 4 to be executed by the City Manager will include the items noted above in addition to an item previously approved by the City Commission in December 2003 for paving (cost of $37,557.11) at the WWTP.

Thank you for your assistance.  Please advise if you have any questions.
