Subject:    SE Development Area

The past six months has seen an increasing level of development interest in the “South East Area” of Lawrence.

(Map attached).  The County Commission has been asked to consider a sewer benefit district, the “Kitsmiller” tract has applied for annexation and the development plans are under consideration for the southeast corner of HWY 10 and O’Connell Rd.

The County Commission asked for additional City review of the sewer district proposal and Black and Veatch has prepared a technical report about the Peridian Engineering sewer district proposal.  Further staff review indicates the need for discussion of several policy issues.

I would propose a joint study session with the County Commission to review 1) current status of the South East Area Land Use Plan 2) discussion of whether the development plans for this area should conform to the population projections used as a basis for the Wastewater Master Plan or the submitted Peridian development plan. Improvements to pump stations and the wastewater treatment plant, cost allocation, and timing/staging of improvements will need to be addressed. Revisions to the SE Area Land Use plan may result from those discussions.
