Re:                O’Connell Road – Inspection Services

The O’Connell Road project is scheduled to bid by the State, April 21, 2004.  This project is part of the City’s Five -Year Plan.  Construction and inspection costs are eligible for KDOT funding participation and are apportioned at a rate of 80% by the State and 20% by the City.  The City is responsible for engineering design, right-of-way and utility relocation costs.  At this time the estimated costs are:

The City will provide the inspection for this project.  The State will pay the City for inspection services (80%) through a Force Account Agreement.  Due to availability issues we will need to supplement our staff and are recommending using Bartlett & West Engineers. 

 

Bartlett & West is the engineering firm that designed O’Connell Road and, therefore, is also approved for inspection of this project through KDOT.  They have proposed one and a half full time inspectors for an amount of $85,008.  Additionally, a testing firm/lab is required and GeoSystems will provide testing services for Bartlett & West in an amount of $69,127.30.  The total amount of this supplemental agreement with Bartlett & West is not to exceed $154,135.30.

                                                                                                                                                    

The City will also provide one and a half full time inspectors to the project at a cost of $81,508.40.  Obviously, there will not be three full time inspectors on the project all the time; however, there will be occasions when two field inspectors will be needed and an inspector at one or both of the asphalt and concrete plants.  The Bartlett & West and GeoSystems personnel will only be used when needed.

 

 

 

The Force Account Agreement is an agreement between the City and KDOT indicating the responsibilities of the City and that KDOT will reimburse at an 80% rate.  We are proposing to

provide inspection services for this project in a total amount of $235,643.70, which represents Bartlett & West costs and City costs.

 

Action Requested

 

1.      Approve supplemental agreement with Bartlett & West for inspection services for the O’Connell Road project in an amount of $154,135.30.

2.      Authorize Mayor to execute Force Account Agreement with KDOT for inspection services for the O’Connell Road Project in an amount of $235,643.70.
