ITEM NO. 1              ACTION SUMMARY

The following changes were requested to the minutes of the February 2004 meeting:

ITEM NO. 2         CORRESPONDENCE

Ms. Zollner outlined the following communications, both from the State Historic Preservation Office:

·         Letter announcing the addition of the Greenly House ___ Louisiana Street to the National Register

·         Letter confirming process moving ahead on the creation of the 5 new Historic Districts (Pinckney I & II, East Lawrence I & II, ______?)

 

It was verified that Items 3, 5, & 6 had been deferred at the applicants’ request.

 

ITEM NO. 3:      DR-01-03-04:   835 Alabama; Demolition and New Construction; Certified Local Government Review.  Submitted by Ty Herron for the property owners of record.  The property is located within the environs of the Ralph and Cloyd Achning House (846 Missouri), National Register of Historic Places. 

 

 

This item was tabled from the February 19, 2004 meeting and is being deferred to the April 15, 2004 meeting at the applicant’s request.


ITEM NO. 4: DR-02-16-04:        1332 Tennessee; Porch Addition; Certified Local Government Review.  Submitted by Tony Baccus for the property owners of record.  The property is located within the environs of John Palmer Usher House (1425 Tennessee), National Register of Historic Places.

 

APPLICANT PRESENTATION

Ms. Zollner explained the applicant was not able to attend the meeting, but asked the Commission to consider the Item as presented by Staff.

 

STAFF PRESENTATION

Ms. Zollner presented elevation photographs, explaining the applicant’s intent to replace the porch.  Removing the existing siding for this replacement had revealed the ghost of the original porch, which was used to design to proposed replacement.

 

Staff recommended approval of the project as presented.

No member of the public spoke on this Item.

 

COMMISSION DISCUSSION

There was discussion about placement of the porch’s center column, establishing that this would be centered according to the final drawings submitted to Staff.

 

Photographs had been submitted showing examples of the proposed guttering on existing homes in the neighborhood.

 

ACTION TAKEN

Motioned by Comm. Messick, seconded by Com. Stuewe to approve the Certified Local Government Review for the project at 1332 Tennessee, based on a determination that the project would not encroach upon, damage or destroy any listed historic property and subject to the following conditions:

 

  1. Any changes to the approved repair project will be submitted to the Historic Resources Commission prior to the commencement of any related work.  

 

Motion carried unanimously, 7-0.

 

 
ITEM NO. 5:    DR-02-17-04:

Vermont; Overhang Addition and Outdoor Dining; Certificate of Appropriateness and Certified Local Government Review.  Submitted by Alan Belot for the property owners of record.  The property is located within the environs of the Eldridge Hotel (701-703 Massachusetts), United States Post Office (645 New Hampshire), National Register of Historic Places, the House Building (729-731 Massachusetts), State and Lawrence Registers of Historic Places, and Miller’s Hall (723-725 Massachusetts) Lawrence Register of Historic Places.  The property is also located in the Downtown Urban Conservation Overlay District.

C.              Provide comment on variance (BZA) requests received since February 19, 2004.

 

There were no BZA items for the Commission’s review.

D.              General Public Comment

 

                    There was no general pubic comment. 

 

E.          Miscellaneous matters from City staff and Commission members.

 

·         Ms. Zollner explained that the home at 933 Ohio was returning before the City Commission in the near future.  The applicant had been working with the Neighborhood Resources Department and had obtained a second mortgage to finance the repair of the structure. 

 

Although the City typically did not get involved in the financial aspect of preservation, in this case the mortgage funds would be placed in escrow and disbursed as needed to ensure the repairs were accomplished.

 

·         It was noted that this was the end of term for both Comm.’s Messick and Stuewe, and both were presented with certificates and thanked for their years of service on the Commission.

 

Comm. Messick advised the Commission to continue looking at the “big picture” in preservation issues and not to get lost in minutiae.  As a retiring member of the ARC, he also suggested the Commission maintain a minimum standard of information for each application and not leave large amounts of significant detail for the subcommittee to decide.

 

·         One new Commissioner, Sven Ohlstrom, had been elected to fill the two seats being vacated.  Mr. Ohlstrom and the second new Commissioner (not yet chosen) would be in attendance at the April 2004 meeting

 

·         Elections for Chair and Vice-Chair would occur at the April 2004 meeting, a new ARC member would be assigned and a new volunteer for reviewing the minutes would be chosen to take over this duty from Chairperson McKenezie.
