Re:       Agenda Item

Date:    March 31, 2004

Please include the following item on the City Commission consent agenda for consideration at their April 6th, 2004 meeting:

Riverside Business Park Sanitary Sewer Improvements

Department of Utilities Project # 2SS-903:

Project History

In early 2002, the Department of Utilities and Public Works Departments began discussions with the developer of the Riverside Industrial Park, to determine how sanitary sewer service could be provided to this area. Rather than a smaller sewer system that would just serve the Riverside Industrial Park development, all parties worked towards a more regional approach.

An engineering study was completed of the entire area, which confirmed that a larger pump station would be more beneficial to the sanitary sewer system and could potentially serve a larger area.

Bartlett & West Engineers was hired to complete the design of this system. The design work is now complete along with all the necessary land acquisitions. This project will include the construction of one large pumping station and the decommissioning of two smaller aging stations. Approximately 6000 feet of 8”-10” gravity sewer and 2000 feet of forced main will also be installed. The engineers estimate for the project is $812,947.23.

At the August 6, 2002 Commission meeting, Resolution # 6402 was adopted allowing the formation of a Sanitary Sewer Benefit district for the Riverside Industrial Park.

Project Status.

The Department of Utilities is currently constructing a major pump station project, near the Riverside Industrial Park (N. Iowa and Lakeview Rd.). This station is partially funded through the formation of a sanitary sewer benefit district, with the balance coming from the Department of Utilities. This regional pump station was designed to provide service for the Industrial Park and will allow for the decommissioning of two smaller pump stations in the area. Provisions were also included to serve the Miller & Wells Acres areas in the future.

During the design of the project Bartlett & West Engineers performed a geotechnical survey to estimate the amount of rock that may be encountered during the construction of the project. Recently, rock was discovered that was not previously anticipated. This additional excavation will cause the cost of the project to increase. The estimated amount of remaining rock excavation is 1800 cubic yards.

Additional costs will also be encountered for electrical service to the pump station.

1800 cubic yards of rock excavation  x  $54.75 / CY = $98,550.00

Additional underground electrical conduit                     $12,712.50

Total for Change Order #1      $111,262.50

Action Request.

The engineer has recommended approval of the increase and Department staff concurs with the recommendation.  Staff requests the City Commission to authorize the City Manager to approve this change.  This project will be funded through the Capital Improvements Plan -- Non-Bonded Funds

Thank you for your assistance.  Please advise if you have any questions.
