Re:            Harvard Bike Paths

 

In response to a letter from Marla LLC, City Commission direction is requested concerns the issue of bike lanes on the planned improvements for Harvard Road in the Fox Chase South subdivision.

 

Chronology:

 

The preliminary plat for Fox Chase South:

Submitted 6/18/2003

Planning Commission approval   7/23/2003

The preliminary plat showed collector street right-of-way and a 31 foot (back to back) street for  Harvard Road.

 

The Final Plat for Fox Chase South:

 

Submitted                                     8/20/2003

Planning Commission approval    9/27/2003

City Commission approval           10/7/2003

Filed with Register of Deeds         3/2/2004

 

Resolution No. 6517 (bike lane policy) was approved by the City Commission on October 14, 2003.

These minutes indicate a general discussion about bike lanes on Harvard Road.

 

Street plans for the Harvard Road were submitted on February 27, 2004.

 

Discussion

 

The adopted bike facilities map shows one bike lane road between 6th and 15th between Wakarusa and George Williams Way.  The bike facilities map does not show a bike lane road within the property that comprises Fox Chase South subdivision (the area with the City owned green belt area).  The City’s adopted major thoroughfares map only shows one collector street between 6th and 15th Street. 

 

When the Commission adopted the policy there was not discussion about projects which were already in the “pipeline”, which would clearly apply to the Fox Chase South subdivision.  If the Commission desires to construct bike lanes for Harvard Road one mechanism is for the City finance just the bike lane portion of that facility.
