Supplement Agreement No. 3 for Engineering Services Wastewater Treatment Plant Expansion Project:
Project History.
This 1999 CIP project involves the expansion and improvement of the City of Lawrence Wastewater Treatment Plant to meet city growth needs, new regulatory requirements, and facility rehabilitation through the year 2020. The expanded treatment plant will handle wastewater flows and loads for a design population of 100,000 people. When completed the WWTP will be expanded to an annual average design capacity of 12.5 MGD and a peak treated capacity of 25.0 MGD. Excess flow treatment facilities will be provided for a capacity of 40 MGD, providing a total treatment capacity of 65 MGD peak wet weather at the plant.
Project Status.
Under the terms of supplemental agreement no. 3, the City and Black & Veatch agree to modify the scope to include additional resident project representative services in connection with construction of the Wastewater Treatment Plant Expansion and Improvements. Black & Veatch will perform additional part-time resident services during construction as described in Phase 4, Resident Services During Construction, of the original agreement. Additional resident services during construction will be provided to observe construction activities for asphalt paving and grading/seeding at the Wastewater Treatment Plant. Engineer will furnish one Resident Project Representative to observe these activities for an additional total maximum of 40 labor hours of service.
Engineer will perform additional engineering services for the following scope of work additions to the project:
Action Request. The Utilities Department is seeking approval from the City Commission to authorize the City Manager to approve supplemental agreement no. 3 for engineering services to the existing contract with Black & Veatch Engineering at the WWTP in the amount of $32,400.00. Funding for this project is provided by the State Revolving Loan fund. The City will service this debt with sanitary sewer rate revenues.
