GRANT REVIEW BOARD

February 9, 2004 minutes

 

MEMBERS PRESENT:     William Jeltz, Amy Lemert, Shon Qualseth, Don

STAFF PRESENT:             Monica Cardin, Larry Hamm and Tony Hoch

 


 

Lemert called the meeting to order at 6:30 p.m.

 

Introductions

Staff and members introduced themselves.

 

Approval of December 8, 2003, minutes

Jeltz moved to approve the December 8, 2003, minutes.  Wiesner seconded the motion, which passed 5-0.

 

Consider Comprehensive Rehabilitation Projects:

1.                407 Elm Street

Hoch distributed the information sheet, which included a color picture of the house.  Shepard commented that it was a nice looking house. Hoch added Wheeler and her friends worked quite a bit on the house. Lemert stated that the work fits within the scope of the program.

 

Jeltz asked about the $7,500 estimate for rehabilitation costs.  Hoch stated that Wheeler received an emergency loan.  It was about $2,800 and the duct work was all that was left.

 

Hamm commented Wheeler was a go-getter on items she can do herself, such as painting.  Wheeler does have a renter and that provided a lit bit of motiviation.

 

Qualseth inquired about the few items that needed to be repaired.  Hoch stated that it was mostly minor things like trim around the wood floors and a cracked sink in the bathroom.  He also noted that some of her switches were dead and so the contractor will replace those.  Under the weatherization program, attic insulation will be installed.  They will also be replacing some windows.

 

Shepard asked if the taxes were included in the mortgage payment.  Hoch stated that the taxes were included.

 

Jeltz moved to approve the application for Marie Wheeler, 407 Elm Street.  Shepard seconded the motion, which passed 5-0.

 

2.                1033 Rhode Island Street

Hoch stated that this house was well over the limit and it has quite a bit of lead paint on the interior of the house.  Staff estimates came in at $42,213 and unless the owner can come up with the rest, the project will probably not proceed further.

 

Hamm commented that the owner just had a baby.  He also added that they have done a lot of work in the house and have put themselves and the child at-risk for lead paint.

 

Miscellaneous Items

Lemert asked for an update on 1649 Edgehill RoadHamm stated things were progressing, sometimes at a slower rate due to the weather.  Hoch noted the rood was almost done.  The general contractor has had some setbacks.  Watts did come up with an additional $250 to upgrade the kitchen flooring.  Staff and the contractor let him keep the kitchen door, but it is useless because the refrigerator and stove sit in front of it.

Jeltz moved to adjourn the meeting.  Qualseth seconded the motion, which passed 5-0.  The meeting adjourned at 6:55 p.m.
