Re:     Agenda Item – Engineering Services

DateJune 7,2004

Please include the following item on the City Commission agenda for consideration at the June 15, 2004 meeting:

Engineering Services for:

Project # CS04-01,02  (21st Ousdahl to 23rd and Naismith Relief Sewer Study)

Project # CS04-05  (24th and Crossgate Relief Sewer Study)

Project # CS04-06  (Wakarusa and Harvard Relief Sewer Study)

Project History: The 2003 Wastewater Master Plan identified several locations where relief sewers may be required in the near future to meet regulatory and system capacity standards.  These locations were determined by system modeling and a general review of existing flow data.  Because of the impact these projects will have on neighborhoods, and the cost of sewer construction in highly developed areas, the Utility Department desires to have a qualified engineering firm do a more in depth study of the proposed project locations.  This study will more clearly define the size and scope of the projects, as well as provide the Department with possible alternatives.

Project Status:  The Utilities Department sent out Request for Proposals (RFP’s) and evaluated the six (6) proposals that were submitted.  The proposals from Delich, Roth & Goodwillie, P.A. (DRG) were deemed by the review team to be the best proposals based on overall professional experience of the firm, proposed project approach and understanding, cost projections, schedule, and qualifications of the Project Manager, staff and sub-consultants.  DRG has proposed to include Wade and Associates on their project team.  Wade and Associates, a local firm, is nationally recognized for their expertise in Sanitary Sewer Evaluation Survey (SSES) activities.  For each of the projects, DRG has proposed to include:

1.      Conceptual Evaluation

2.      Data Collection and Organization

3.      Conceptual Evaluation Report and Alternatives

4.      Design Memo with Alternative Recommendations

The “not to exceed” cost for these project studies is:

·         CS04-01,02       $24,238

·         CS04-05           $14,804

·         CS04-06           $12,289

·         TOTAL            $51,331

Action RequestThe Utilities Department is seeking approval from the City Commission to execute a contract with Delich, Roth and Goodwillie, P.A. in the not-to-exceed amount of $51,331.00. for study phase services for Projects CS04-01-02, CS04-05, CS04-06.  Funding for this project will come from the Utility Department Capitol Improvement Fund (501-7800-588-6030).

Thank you for your assistance.  Please advise if you have any questions.
