Introduction
As a follow-up to the May 5, 2004 joint study session with the City and County Commissions, this executive summary describes and compares the proposed wastewater system for the Southeast Area of Lawrence based on two scenarios:
o population and land use projections used by Black and Veatch to form the 2003 Master Plan recommendations, and
o population and land use projections that have been updated to reflect development proposed by the Peridian Group for a significant portion of Southeast Lawrence.
The table in the attachment summarizes population, land-use, and anticipated flow associated with wastewater system facilities for the Southeast Area of Lawrence at years 2011 (short term) and 2025 (long-term). The table compares the 2003 Wastewater Master Plan and a Peridian scenario for the Southeast Area that is based on updated information in a letter and memorandum from the Peridian Group dated April 14, 2004. Key to the Peridian scenario is a phasing plan (see attached) that allows for development to take place at a pace that will not negatively impact treatment and/or capacity issues at the Kansas River WWTP. Answers to Questions from 05/05/04 Study Session
· The Peridian scenario accommodates the addition of the proposed Farmland Industrial Park. The Master Plan did not include this industrial park since Farmland Industries was still in operation during development of Master Plan planning data.
· Complete build out of the East Hills Business Park is accommodated in both the short term and long term scenarios.
· Utilizing the aforementioned phasing plan for development, all Benefit District Pumping Station flow (8.0 mgd) for the Peridian scenario will be pumped to the Wakarusa River WWTP when it comes on-line in year 2011, thus opening up capacity for the Kansas River WWTP.
· Relying on the assumption that the Wakarusa WTP is on-line 2011, the total treatment capacity for the Kansas River WWTP will not be exceeded with the Master Plan or the Peridian scenario.
· A review of the infrastructure needed to accommodate the projected development of property annexed in West Lawrence has been completed. Re-distribution of more population to the Southeast Area at years 2011 and 2025 does not change the overall 2025 projected City population of 150,000. The Planning Department anticipates this re-distribution will occur within the Wakarusa River WWTP service area.
Summary
Activities and action items pertinent to the subject of southeast area development currently under consideration are as follows:
o The Southeast Area Plan will be presented by the Comprehensive Plan Committee to the Planning Commission at their June meeting and acted upon by the Planning Commission in July. The Plan serves as a broad planning tool for the area that is consistent with the land use and population projections that have been used for planning the sanitary sewer infrastructure.
o The City Commission’s acceptance of the updated population and density projections for the southeast area gives appropriate direction in terms of timing (phasing of infrastructure to guide development) and funding (allows for the formation of benefit districts).
o Due to the critical need for coordination, the adoption of a City/County agreement will memorialize the pertinent elements of the Southeast Area Plan as well as the infrastructure phasing issues that will allow for orderly development of the area.
