Subject: Staff report for June 7, 2004, Traffic Safety Commission Meeting
ITEM NO. 1: Review and approve the minutes of the Traffic Safety Commission meeting, May 3, 2004.
ACTION: Approve minutes if appropriate.
ITEM NO. 2: Consider request from area residents to construct SPEED HUMPS on Winona Avenue between Barker Avenue and Massachusetts Street.
Report:
1. Winona Avenue is classified as a “local” street with a speed limit of 30 mph.
2. A speed study of 246 vehicles conducted 29 April 2004 found the 85th percentile speed to be approximately 34.2 mph eastbound and 36.3 mph westbound.
3. The City’s SPEED HUMP policy provides that a SPEED HUMP may be permitted on a local street if the 85th percentile speed of traffic is 5 mph or greater over the speed limit.
ACTION: Provide recommendation to the City Commission.
ITEM NO. 3: Consider request from area residents to construct TRAFFIC CALMING DEVICES along Goldfield Street between Eldridge Street and Prescott Drive.
Report:
1. Goldfield Street is classified as a “local” street with a speed limit of 30 mph.
2. A speed study of 1231 vehicles conducted 15 September 2003 found the 85th percentile speed to be approximately 34.5 mph eastbound and 35.3 mph westbound.
3. The City’s SPEED HUMP policy provides that a SPEED HUMP may be permitted on a local street if the 85th percentile speed of traffic is 5 mph or greater over the speed limit, or if the 24-hour volume is greater than 1000 vehicles.
4. One or more SPEED HUMPS installed between Eldridge Street and Prescott Street should control the mid-block speeds, but would have minimal effect at the intersection of 8th/Goldfield/Prtescott. A TRAFFIC CALMING CIRCLE was previously approved for the intersection of Eldridge/Goldfield and will be constructed later this summer.
5. If the City Commission approves one or more SPEED HUMPS, 70% or more of the property owners within 300 feet of any SPEED HUMP must approve it.
ACTION: Provide recommendation to the City Commission.
ITEM NO. 4: Consider request from the University Place Neighborhood to construct permanent TRAFFIC CALMING DEVICES and to install additional temporary TRAFFIC CALMING DEVICES.
Report:
1. At the May 2003 TSC meeting, the Commission recommended installation of temporary traffic calming circles on 17th Street at Illinois Street and Indiana Street, and a temporary partial diverter on 18th Street between Maine Street and Missouri Street.
2. The City Commission approved the installations on 3 June 2003 and the devices were installed during July 2003.
3. At the October 2003 TSC meeting, the Commission reviewed the installation of the partial diverter, but tabled the item until the neighborhood association could provide a recommendation.
ACTION: Provide recommendation to the City Commission.
