April 1, 2004 Minutes

 

Board Members in Attendance:   Travis Atwood, Rick Bryant, David Downing, Gary Fish, Paul Stewart and Bob Newton.  Jim Stogsdill arrived later

Rick Bryant called the meeting to order at 6:35 PM.  David Downing recorded the meeting minutes.

 

1.                 Kansas Open Meeting Briefing

Dave Corliss, Assistant City Manager for Administrative Services & Legal Services Director, briefed the Aviation Advisory Board members on the Kansas Open Meetings Act and Board Ethics.

2.                 Review and approval of February 2004 meeting minutes

The February meeting minutes were reviewed and approved by a 6-0 vote.

3.                 Airport Manager's Report – Debbie Van Saun

Debbie Van Saun presented the following items to the Board.

 

Runway 1/19 Project

The proposed scope of work (engineering), independent cost estimate, cost analysis, record of negotiations, etc. for the Runway 1/19 project have been submitted to FAA.  The City is awaiting FAA approval to proceed with engineering agreement.  Once this is done, the City will proceed with a funding resolution and placing the agreement on a City Commission agenda, followed by submittal of plans and specs to FAA.

 

FAA Central Region Airports Conference

The FAA Central-region Conference will be held June 30 through July 1 this year.  Registration deadline is May 31, 2004.  If a Board member is interested in attending, the City would pay registration.

 

Airport 75th Anniversary Open House

Lisa Patterson has developed a logo for the Airport’s 75th Anniversary.  Also, the planned airport landscaping upgrade is underway.

 

Minimum Standards

Work continues on completing the final draft of the Airport Minimum Standards document.  Sections have been submitted to Legal, Risk Management and ADG for their review.  After receipt of these reviews, a draft will be made available on the Airport website for the Board and public review.  After Board and public comments are collected the final version will be presented to the City Commission for their review and comment/adoption.

 

 

Jefferson County Planning Item

The Jefferson County Planning Commission recommended denial of the developer’s submittal for a housing development north of the airport, just inside the county line.  Subsequent to this meeting, the developer withdrew his application, however, a re-application with a different configuration may be forthcoming.  Maps showing location were distributed.

 

Maintenance Update

The status of several airport related maintenance items were discussed including:

¨                   Planning is underway for the painting of the Pilot’s Lounge.

¨                   Catalogs have been requested for the selection of a terminal display case

¨                   The sign and gravel have been removed and grass planted on the old road leading to Stuber hangar

¨                   The gate by the beacon will be installed by the week of April 5.

¨                   Planning for outside lights for new t-hangar buildings is ongoing.

¨                   Quotes have been received for the upgrade terminal Men’s restroom

¨                   Parts have been ordered to replace the Runway 1-19 signs.

¨                   The replacement of the grass area around t-hangar building A with concrete has been scheduled

 

Pavement Maintenance Program

A map showing the status of pavement inspection and maintenance was distributed.  To assure compliance with FAA funding regulations, the airport pavement is being managed as part of the City’s pavement maintenance program.  This program keeps track of pavement inspections, condition reports, replacement activities, etc.

 

Snow Removal and De-Icing Program

The City is working on the development of a written program that identifies airport snow removal operations, schedule, priorities, etc.

 

T-Hangar Update

A spreadsheet was distributed that documents the current rental status of all t-hangars (and other leases) at the airport.  In the past month there has been added activity with two of the new t-hangars being vacated/re-leased and one of the old hangars being leased.  Currently there are four vacant hangars.  The Board suggested that the City proceed with another mailing.

 

Airport User Appreciation Event

The Board was asked for their opinion on the value of having a Airport User appreciation Event for airport tenants and users.  This event would be both a social event and a chance for the airport stakeholders to be briefed on upcoming events and activities.  The board thought this would be an excellent idea and committed to helping the city organize and conduct the event.  One possible date for this event would be as part of the June 2004 Board meeting. 

4.                 FBO Report

Lloyd Hetrick made the following announcements:

¨                   The FAA will hold a Safety Workshop at the airport Tuesday, April 6.

¨                   Cessna and Hetrick Aviation will hold an open house at the airport open to all the public who are or might be interested in learning to fly.  This will be held  Wednesday, April 7 at 7:00 pm

¨                   The airport has a new operational GPS approach.

5.                 Upgrade Airport to Certificating Airport for Part 139.

Rick Bryant lead a discussion about the opportunities and Pros / Cons about upgrading the airport operation’s certificate to handle limited commercial traffic, based on recent transient jet traffic.  It was suggested that Jim Sirhall, Airport Development Group, be invited to a future Board Meeting to assist with the discussion.

6.                 Media Coverage of Feb 21, 2004 Incident at Airport

The Board reviewed the status of the outcomes of the airport incident in which an unauthorized individual boarded the Iowa State University Basketball teams charter aircraft.  Debbie van Saun indicated that the city had sent a letter of apology to authorities at Iowa State University.  She also shared that the individual in question  is being processed through the police and court system.  Rick Bryant shared that his  check of the web indicated that the incident was picked up by the Associated Press and articles appeared in media through out the country.

7.                 75th Anniversary Celebration

Rick Bryant led a discussion of possible forms of the planned 75th Airport Anniversary Celebration.  Dates were discussed and Saturday, August 28, 2004 was selected.  It was agreed that Lisa Patterson be invited to a future Board meeting to discuss possible format for the celebration. 

8.                 Misc. Business

The following miscellaneous items were discussed:

Bob Newton and Rick Bryant briefed the board on the 2004 Leadership Lawrence Event at the airport scheduled for April 6.

Paul Stewart distributed a copy of the FAA General Aviation Projections.

9.        Next Meeting

The next regular Aviation Advisory Board Meeting will be Thursday, May 6, 2004 at 6:30 p.m. in the Terminal Building pilot’s lounge.
