Re: UPR-08-06-81; Penn House at 1035 Pennsylvania
The UPR was approved by City Commission on October 20, 1981. As a condition of approval, the UPR was approved with a requirement to provide a “view-reducing wooden fence along the north boundary of the subject property.” This condition was added in response to neighbor concerns during the approval process. The wooden fence has since rotted and been replaced (approximately one year ago) with a chain link fence.
A representative of Penn House has contact staff regarding the placement of a chain link fence in the front to prevent individuals from making unauthorized donations. The subject property is developed as a converted residential structure within an existing single-family neighborhood.
A statement from the adjacent property owner to the north is included that supports the replacement of the previous screening fence on the north side with a chain link fence. The fencing in the front yard was not limited in any way by the approved UPR.
Staff recommends the UPR be forwarded to the City Commission as a miscellaneous item to amendment the conditions of approval and remove the requirement to provide a screening fence.
RECOMMENDATION: Staff recommends approval of the request to replace required woof screening fence along north property line with a chain link fence.
