SUBJECT: Salvation Army CDBG Allocation Extension

In August, 2001, The Salvation Army was allocated $140,000 in CDBG funds for site preparation and demolition activities for a new shelter facility at a site yet to be determined. Due to issues with site identification and approval, The Salvation Army has only recently received Site Plan approval for the new shelter facility and church to be located at Haskell Avenue and Homewood Street in the Brook Creek Neighborhood.
In the meantime, the Salvation Army has requested and been granted, two extensions for use of the funds. At the July 8, 2004 NRAC meeting, the Committee considered a request from The Salvation Army for a one-year extension of the CDBG grant that was allocated during the 2001 funding year. According to a letter submitted from The Salvation Army personnel, “we are now proceeding with developing our site. Unfortunately, that process is often not a quick procedure, and it is likely the plans will not be authorized through The Salvation Army approval process until after the end of July.”
The previous extension for the CDBG grant expires July, 31, 2004. Representatives of The Salvation Army who attended the meeting indicated that the funds would be used for initial site preparation, including grading, preparation of the storm detention area, and initial infrastructure improvements. It is anticipated that activity on the site will commence in August or September and the funds will be spent prior to the end of the 2004 grant year. The NRAC voted unanimously to approve the request.
