Lawrence-Douglas County Health Board
CALL TO ORDER
The monthly meeting of the Lawrence-Douglas County Health Board was held Monday,
May 17, 2004. Chair Tom Liebl called the meeting to order.
MINUTES
The April Health Board minutes were approved on a motion by Gladys Sanders with a second by Sherri Vaughn.
HEARING REGARDING DOUGLAS COUNTY SANITARY CODE VARIANCE REQUEST
Ethelreda Dalsing requested a variance from Section 4-8.2 (b) (5) of the Douglas County Sanitary Code to reduce the separation distance from a new well to any building with potential for a termite treatment from fifty feet to twenty-five feet. The Board discussed the options available and reviewed a proposed legal agreement.
On a motion by Gladys Sanders the Health Board approved the variance request with the condition that a legal agreement be signed between Ms. Dalsing and the Health Board. Carl McElwee provided the second and the motion passed.
PROJECT LIVELY PROGRAM PRESENTATION
Sandra Kelly-Allen, LIVELY Coordinator, reviewed the Project LIVELY Program for the Board.
UNFINISHED BUSINESS
2005 Budget Update
Health Department staff and board member, Gladys Sanders, met with County Administrator Craig Weinaug to review the proposed 2005 Budget request.
Kay Kent and Gladys Sanders will meet with City Manager Mike Wildgen and commissioners to discuss the Health Department’s proposed 2005 Budget request.
ACTIVITY AND FINANCIAL/VOUCHER REPORTS
Donna Bell moved that the Board accept the financial and activity reports for April. Sherri Vaughn provided the second and the motion passed.
Director’s Report
1. Marla Brandon gave an analysis of revenue from private stock vaccine for childhood immunizations. It was decided that the Health Department continue to provide private stock vaccines, contract with and bill private insurance companies to maximize revenues. Staff will continue to monitor revenue quarterly.

2. Charlotte Marthaler reported that the City Commission passed the smoking restriction ordinance. The ordinance charges the Health Department with the responsibility for educating business owners/employers on the ordinance. A letter, with a brochure outlining how to comply with the ordinance, two no smoking signs for posting at business entrances and a sample smoke free workplace policy, will be mailed to all Lawrence business owners/employers.
3. Kay Kent reported that the cost of health insurance to Health Department employees would increase by one and a half percent per month effective June 1, 2004.
4. Kay Kent reported on her participation as a witness in a House of Representatives Science Hearing held in Kansas City.
5. The Board signed letters for Pat Meyers and Barbara Schnitker congratulating them for their 20 years with the Health Department.
Other New Business
The next Health Board meeting is scheduled for June 21, 2004.
