2005 Water line Improvements - Engineer Services:

The Utilities Department received engineering proposals for the 2005 Waterline Improvement Projects.  Proposals were received from BG Consultants, Evans Bierly Hutchison, Landplan and Shafer Kline & Warren. A five-member review committee within the Department of Utilities reviewed the proposals and selected   BG Consultants as the firm to complete the engineering services. 

 

The criteria for selection of the firms included:

ü      Work Team Qualifications and Experience

ü      Project Organization and Approach

ü      Project Schedule for completion

ü      Client References

 

 

The project includes waterline improvements along 6th Street, from Tennessee to Massachusetts; and Massachusetts, 6th to 11th Street and 7th Street, Massachusetts to New Hampshire. The design work also includes street improvements along 6th street and electrical / lighting improvements along Massachusetts as requested by the Public Works Department. 

The scope of the first phase of the project requires the engineering firm to complete a preliminary design report to determine the final design  requirements and project phasing for the work and includes items such as :  waterline alignment, street / lighting and electrical improvements; pipe sizes ,materials, and thickness class; phasing/ traffic control and scheduling  of the work by year to reduce interruptions and ensure timely flow of the work; public meetings with businesses along Massachusetts to obtain input on the overall plan to complete the work; preliminary cost information.

 

 

At the completion of the Preliminary Design report, the Utilities staff shall negotiate a supplemental agreement with BG Consultants for the final design and construction phase services. The supplemental agreement will be a future City Commission item.      

 

ACTION

Utility Department staff requests approval from the City Commission to authorize the City Manager to enter into an engineering contract for the Preliminary Design report with BG Consultants in the amount of $34,651.28 as recommended by Department staff.  A supplemental service agreement will be presented at a later date for the final design and bid phase services for the project. The project will be funded from the non-bonded construction fund.
