Please place the following item on the City Commission agenda for consideration at their August 3, 2004 meeting:
Project Status. Construction bids were opened on July 20th for Schedules I, II, and III for the Runway 1-19 Reconstruction Project. Attached please find recommendations from ADG, the City’s engineering consultant, to award the contracts to the low bidders as follows:
Work Scope Vendor Bid amount
Schedule I
Rehabilitate Runway 1-19 ESS, Inc. $782,110.75
Schedule II
Replace Runway 1-19 Lighting System ESS, Inc. 83,085.00
Schedule III
Install Runway 1-19 PAPI and REIL Systems ESS, Inc. 116,705.00
A breakdown of the total project costs, to be used in calculating the FAA grant application is as follows:
Design phase services $72,300
Bidding phase services 8,600
Construction phase services 99,890
Subtotal engineering services 180,790
Construction Schedule I 782,110
Construction Schedule II 83,085
Construction Schedule III 116,705
Subtotal construction 981,900
TOTAL PROJECT COST $1,162,690
Project Funding. Staff is in the process of making application for an FAA Grant to fund as many of the construction schedules as possible. The percentage rate of funding participation for this project is 95/5 for FAA/City, respectively. Bonding authority for this project was established via Resolution 6311, adopted by the City Commission May 2, 2001 for this and other previously completed airport improvement projects.
Commission Action. Staff concurs with ADG’s recommendation of bid award. Therefore, we seek City Commission approval to authorize the City Manager to enter into a contract with ESS, Inc. for $981,900 pending FAA grant approval. If all three (3) schedules are approved by the FAA and subsequently funded, the City’s share of the construction costs would be $49,095.
