Qualseth called the meeting to order at 6:36 p.m.
Introductions
There being no new members, the Board forgo the introductions.
Approval of the February 9, 2004, minutes
Shepard moved to approve the February 9, 2004 minutes. Wiesner seconded the motion, which passed unanimously.
Consider Comprehensive Rehabilitation Projects
1. 1033 Rhode Island Street
Hoch noted that the lead-based paint issued was discussed at the last meeting. The owner has the ability to make up the difference between the estimate and the limit. The owner has done quite a bit of demolition work and it is probably not the best situation, but at least the contractor does not have to do it.
Shepard asked about the income limit. Hoch reiterated the limits.
Shepard asked if the Board agreed that the owner had to live in the house for at least one year before the owner could become eligible for the program. Hamm stated that the Board did decide that.
Qualseth inquired if all the applicants have lived and owned the house for at least one year. Hoch stated that they had.
Jeltz inquired about the amount of money the owner has to come up with. Hoch noted the limit is $34,000 with a $1,000 contingency and the owner has to come up with about $5,000. Qualseth asked where the money is coming from. Hoch stated that her parents were loaning her the money without hesitation. Hamm noted that the money would be put in an escrow account.
Heckler entered the meeting.
Wiesner asked if there were any hidden problems. Hamm noted that every job has hidden problems. He also noted the house was converted back into a singe-family home. It was apartments. He reiterated that the owner did a lot of work in the house, which was probably to the detriment. The highest concentration of lead paint is in the carpet and that is why the carpet will be removed. Staff has instructed the owner to get everyone tested and provided her with the information on lead-based paint
Qualseth asked about the vinyl siding. Hoch stated that they would do a house wrap and if the siding fell off, “Lead Paint” will be spray painted on it so people in the future will know to contain it.
Shepard asked if the Board and the City would be protected. Hoch explained the clean and clearance procedure, which protects everyone.
Shepard moved to approve the application for Sara Kapfer, 1033 Rhode Island Street. Jeltz seconded the motion, which passed 5-0.
2. 1206 W. 29th Court
Hoch stated it was a pretty, good-sized house. They are currently a one-income family. The house is in good shape structurally, but the roof leaks and there are some windows that are in various stages of falling apart. Staff included an alternate at the end to possibly replace all the windows. The house has no lead-based paint issues. The house has two heating units and one will be replaced as well as the carpet.
Qualseth asked about the one-income family. Hoch stated that the wife did have cancer and is now in remission. She was unable to earn money and withdrew a little bit from her retirement. She now volunteers at a school and at one-time was a teacher.
Shon inquired about the appraisal. Hamm stated that the house was located in a terrific neighborhood and noted the property around the house is in great shape.
There followed a brief discussion regarding available funding. Hamm stated that money was not the issue, but getting the projects out the door was. He stated staff prioritizes the applications when they first come in and the worst houses are done first. This house was lost in the transition of new staff.
Hoch stated that the house was well worth the investment.
Heckler moved to approve the application for Trent and Wendi Georgie, 1206 W. 29th Court. Shepard seconded the motion, which passed 5-0.
3. 1628 W. 18th Terrace
Hoch stated that the owner is a full-time mom, but works part-time. The house is structurally in good shape, but some windows need repair and the garage floor is settling as well as the driveway and approach. There are a few code issues, such as the sump pump drain, the furnace and the hot water heater need replacing.
Qualseth inquired about the basement. Hoch stated that it is a family room.
Shepard asked how long these applicants have had to wait. Hamm stated that these applicants were in the middle of the list from 2003, so about a year. He also noted that he and Hoch are going to look at two more houses tomorrow.
Shepard asked if the occupants would have to leave their house. Hoch stated that they did not.
Jeltz moved to approve the application for Robert and Korianne Daboda, 1628 W. 18th Terrace. Heckler seconded the motion, which passed 5-0.
4. 204 N. Minnesota Street
Hamm stated the house is located in the Pinckney Neighborhood, which is a Target Neighborhood. The house is a three-bedroom, ranch style, slab house with a one-car garage. The house needs the driveway, sidewalk and walk way replaced. The owner recently refinanced the house. The owner utilized some of the other programs the department offers because it was taking too long to get reviewed on the list. Hamm noted that there were problems in the garage and the entry-door needs to be weather-stripped. He explained the repairs to the bathroom and other areas.
Heckler moved to approve the application for Gale Fleming, 204 N. Minnesota Street. Wiesner seconded the motion, which passed 5-0.
5. 2104 Tennessee Street
Hoch noted that this house was owned by another single parent who works for the KU graduate program. Part of her income comes from child support. The roof is in pretty good shape, but there is an area where the roof is not properly flashed. The house has not been tested for lead-based paint. Hoch commented the siding is not satisfactory to hold the paint and the windows will be replaced throughout the house. Hoch noted that electrical service is inadequate.
Jeltz moved to approve the application for Lori Phillips, 2104 Tennessee Street. Heckler seconded the motion, which passed 5-0.
Miscellaneous Items
Hoch noted that next time he will have the approximate age of the house on the information sheets. He also gave a brief update on current construction projects.
Hamm distributed key chains and t-shirts to the Board.

There being no further business, Heckler moved to adjourn the meeting. Jeltz seconded the motion, which passed unanimously. The meeting adjourned at 7:22 p.m.
