Meeting called to order at 6:40 p.m.
After review of the May 17, 2004 minutes, Member Bryan Wyatt mentioned a couple of items that needed changed. Member Lynn Barrington moved to approve the minutes as changed. Member Tom Patchen seconded. Passed 4-0.
Staff stated that Mr. John White representing Cloud Heating & Air Conditioning could not attend the meeting and requested that the board postpone hearing the appeal. Motion made by Wyatt to table discussion to a later date. Seconded by Member Patchen. Pass 4-0.
Staff asked for a clarification on whether the Mechanical Board would be comparing the 2003 IRC to the 2003 UMC or was doing a comparison between the 2003 IMC and the 2003 UMC. Wyatt stated that his understanding was the Board would be reviewing the 2003 UMC and 2003 IMC. Once the Board gets a feel for the IMC then the board can address the IRC. Barrington stated that he felt that since the mechanical portions of the IRC is taken from the IMC that starting with the IMC would be the logical step. Staff stated since the IRC only covers residential provisions, that comparing the UMC to the IRC would be more difficult. Wyatt stated that the City Commission wanted the board to review the IRC and that once the board has done the comparison with the UMC and IMC and then go back and review the IRC. Wyatt stated that since the board was doing a comparison of codes, to go ahead and compare the most current editions which would be the 2003 editions of both codes. Wyatt suggested assigning a certain number of chapters to compare and review. Staff suggested that each board member review each chapter but assign a group of chapters to review at each meeting so each member had a chance to get their perspective on each chapter. The board agreed. Staff also suggested the board check for accuracy on each item that is on the analysis since it was provided by IAPMO, there may be some bias. Staff also stated that if the board had a comparison by ICC that it would be bias also. Wyatt agreed that a full review would be the best and asked if ICC had a comparison available. Staff stated there was no comparison available at this time. Chair Sparkes asked staff that from his review, which code was more relaxed. Staff stated that his review had only covered administrative provisions so far. Sparkes also asked that if the City was going to the International codes, was the County going to do the same thing or would the contractors be using one code in town and one code out of town. Wyatt stated that when he was on the Code Review Committee, the chief building official for Douglas county was also on the committee. He thought the county was going to follow suite with what the city was going to do.
Wyatt stated that he did not vote since the Mechanical board was not able to do the review, he abstained for that reason. Sparkes asked what other cities are doing as far as codes are concerned. Barrington stated that Topeka was under the Uniform codes, all of Johnson county was International, Ottawa was International, Wichita was International but was in the process of trying to go back to Uniform. Sparkes also asked which code is more restrictive, and stated that Lawrence has a reputation and why would we want to lower the standards. Staff stated that in comparing the two different codes, there are some areas that the Uniform is more stringent and in other areas the International is more stringent. Wyatt opined that in a lot of areas the International does not specifically address items and the Uniform does. The International leaves more up to the building official and the Uniform has more specific items.
Barrington made a motion to do a comparison between the 2003 UMC and the 2003 IMC. Seconded by Patchen. Pass 4-0.
Wyatt made a motion to compare chapters 1-5 of the 2003 UMC and IMC. Seconded by Barrington. Pass 4-0.
Staff stated that on the subject of the Air Conditioner self-inspections that Barry Walthall is working on making contact with someone in Topeka to get a status of how their program is going and produce a report and suggestion to the board at that time. Wyatt stated that if staff decided not to implement a self-inspection program that the board could send an item to the City Commission for consideration. No action was taken.
Motion to adjourn made by Wyatt, seconded by Patchen, pass 4-0. Meeting adjourned at 7:40 p.m.
