RE:

6th Street Waterline Improvements

Please include the following item on the consent agenda for the September 14th City Commission meeting.

Change Order No.1 – 6th Street Waterline Improvement project:

The 6th street improvement project, from Wakarusa to K-10 included the construction of a new 12 inch waterline on the North side and a 16 inch waterline on the South side of the street improvement. Total bid price was $1,100,000 with the engineer estimate at $1,460,000.  The Master Plan estimate was $1,800,000.  The north waterline was part of the first phase of improvements and is currently being constructed by Rose-Lan Construction.  Rose-Lan is a subcontractor to Hamm Construction.

Project Status.  The project is underway and the contractor is working on the 12 inch waterline.  We anticipate the 12 inch waterline to be in service within the next two weeks.  At that time, the contractor will begin work on the 16 inch waterline on the South side and will construct from Wakarusa to a point west of Prairie Commons Apartments. The second phase of waterline work (the remaining portion of the 16 inch waterline to the west) will be completed after the street improvement is done.

The contractor has requested a change order on several construction items that were not shown on the plans and /or adjusted quantities from the bid set.  The engineer on the project (Bucher Willis Ratliff) has reviewed the information along with staff and has made a recommendation to accept some of the changes at this time. There are other issues in the contractor request that will require more discussion and information with the contractor.  The additional items will be presented at a later date when all parties have reached a consensus on the items in question.  The current recommendation includes the following adjustments in the contract:

Item No 1 – 12 inch valves (1) - $2742.18

Item No. 2 - 8 inch valves (2) - $2525.91

Item No. 3 - FH removal (2) – $1246.34

Item No. 4 – 16” field lok gaskets for borings - $15,300

Item No. 5 – 12” field lok gaskets for boring- $4092

Item No. 6 – 16”x 8” tee (1) -$1354.10

Item No. 7 - Relocation of 2 – 8” sanitary sewer force mains- $4,194.67

Item No. 8 - Permanent water service installation for customers on 6th street – $20,266.80   Plans required temporary service.  A deduct for a portion of this work will be presented in another change order.

Total Change Order No. 1 - $51,721.28

Action Request.  The Utilities Department is seeking approval from the City Commission to authorize the City Manager to sign Change Order No. 1 in the amount of $51,721.28 for the 6th Street waterline work associated with the 6th street improvement project being completed by Hamm Construction.
