Zoning Map Revisions.

The Zoning Map, by State Statute, is a portion of the Zoning Regulations and requires adoption at the time of new Zoning Regulations.  The new Development Code is written so that existing districts are converted to new district categories by virtue of adoption & approval of the new Zoning Regulations. However, there are some areas that require individual initiation due either to their being no similar district in the existing regulations or no comparable district in the new regulations.

 

On July 9th, staff took to the Planning Commission’s mid-month meeting a set of seven revisions to the Zoning Map that require individual initiations to comply with the new Development Code.  These seven requests covered:

 

  1. Initiation of city and county owned properties that are appropriate for rezoning to the GPI and OS categories in the new Development Code.
  2. Initiation of property included in the LMH master plan for rezoning to the “H” (Hospital) zoning district category.
  3. Initiation of Kansas University Primary Campus property and Haskell Indian Nations University Campus property to the “U” (University) zoning district category.
  4. Initiation of property within the city that retained the “A” county zoning designation upon annexation to the new “UR” (Urban Reserve) zoning district category.
  5. Conversion of existing Planned Unit Developments [PUDs, PRDs, PCDs, and PIDs] to new their new, individual, zoning designations.  Associated with these “carry over” designations is a PUD table of permitted uses for each district.   
  6. Initiation of portions of central neighborhoods in Lawrence with platted lots measuring between 5,000 and 6,999 square feet in area, that are currently non-complying with the lot area and lot width requirements in the RS-2 zoning district, to RS5.   Areas included in this initial rezoning request are areas of contiguous blocks of owned and developed lots 5,000 to 6,520 square feet.
  7. Initiation of the thirteen locations in the city zoned “CP” (Commercial Parking) District to a district compatible with their uses, since the CP district category is not carried forward into the new Development Code.

 

In August, the Planning Commission initiated public hearings for these seven sets of map revisions.  Items 1-5 were initiated for public hearings at their November 17th, when the Commission will receive the City/KU Agreement referred to them by the City Commission.  At the December meeting, the Planning Commission will consider the zoning map amendments for the CP and RS-2 to RS5 areas.
