Please place the following items on the City Commission agenda for consideration at their October 5, 2004 meeting.

 

Amendments to Consulting Services Agreement

Attached please find two amendments to the January 8, 2004 consulting services agreement with Black and Veatch.  The amendments cover additional work already performed (Amendment No.1) as part of the water and wastewater rate study and additional work not yet performed (Amendment No.2).

 

Project History.  On August 10, 2004 Black & Veatch presented recommendations to the City Commission from their recently completed Report on Revenue Requirements, Costs of Service, and Rates for Water and Wastewater Service.  City Commissioners requested additional information and rate options during that meeting.  The scope of the additional tasks is described in “Attachment A-1” to Amendment No. 1.  The cost for providing these additional services totals $14,500.

 

At the September 21, 2004 City Commission meeting, an additional water rate alternative was requested, as was a scope of work that is summarized in Attachment A-2 to Amendment No. 2.  The cost for providing these additional services is not to exceed $10,000.

 

Action Request.     Staff is requesting approval from the City Commission to authorize the City Manager to sign Amendments No. 1 and No. 2 with Black & Veatch for a $14,500 and a not to exceed $10,000, respectively, for a total contract increase of $24,500.  This brings the total contract cost to $76,500 for the water and wastewater rate study.  Funding will be provided by the water and sewer non-bonded fund.
