G. Moore called the meeting to order at 5:30 p.m.

 

Introductions

Staff and members introduced themselves.  Thereafter, guests introduced themselves.

 

Approval of the August 12, 2004, minutes

Gilchrist moved to approve the August 12, 2004, minutes.  Dunn seconded the motion, which passed unanimously

 

Finalize Goals Document

Swarts stated that the goals document is what the Committee would use to guide their decision-making.  At the Study Session with the City Commission, the Committee could discuss their goals and the work they did.  The Committee could ask the Commission to reiterate using the Strategy and goals for allocations. 

 

Collier entered the meeting.

 

G. Moore asked about the order of the goals.  Swarts stated they were re-ordered based on the Committee’s priorities.  The goals were also fine-tuned and are listed in uniform order.

 

G. Moore asked if the document would be forwarded to the City Commission prior to the Study Session.  Swarts stated that staff would forward the goals document as well as the revised application, and copies of the Strategy.

 

Gilchrist asked for a clarification of social detoxification.  Nau stated that it is place where people can go to sober up without medical services.  They receive social support to get sober.

Dunn asked about how the Committee could facilitate recycling efforts by agencies that get cash funding.  There followed a brief discussion regarding recycling and how to encourage the agencies to participate.  Swarts advised that she will contact Mollie Mangerich, Recycling Operations Supervisor and try to set up a meeting on an informal basis.  She will see what their abilities and training are and will then talk to various agencies to try to facilitate the process.  It was agreed that it there no justification for not funding an agency because the agency does not recycle.

 

Roussel entered the meeting.

 

Swarts stated she will also ask Mangerich to provide a brief presentation to the Committee at a later date.

 

Review Updated CDBG Application

Swarts advised that she and C. Moore made changes to the CDBG/HOME application.

 

C. Moore stated the biggest change to the application was the structure.  Some of the questions are now more specific to the projects and not the agency.

 

The Committee agreed upon the revisions.

 

Pippert moved to approve the CDBG/HOME application as presented.  Gerstner seconded the motion, which passed unanimously.

 

Gilchrist asked when the applications would be available.  Swarts stated they would be available after the Committee’s Study Session with the City Commission.  Staff will provide updated Interested Parties’ packets that will include the Committee’s goals, CDBG/HOME application, and the “Step Up to Better Housing Strategy Guide.”

 

Discuss Calendar

Swarts noted that at the next City Commission meeting, the Mayor will recommend for G. Moore and Gilchrist to be reappointed to the Neighborhood Resources Advisory Committee.  She advised that Pippert’s and Dunn’s appointments expire and they are not eligible for reappointment.  Pippert is an at-large member and Dunn is the Oread Neighborhood representative.

 

Swarts advised that the next meeting was scheduled to be the dinner meeting, but the Committee must conduct its Public Hearing on the CAPER then.  Swarts briefly explained the CAPER.

 

The Committee decided the dinner meeting will be September 30, 2004 at 6:00 p.m. and the September 23, 2004 meeting will be the Public Hearing.  Dunn noted that the 2004 Statewide Homeless Coalition meeting is in Lawrence.  Swarts stated it begins October 13, 2004 with a reception at the Lawrence Arts Center.  The summit is on October 14, 2004 at the University of Kansas.  Free parking is available at the Memorial Stadium lots or there is the option to park and pay in the garage next to the Kansas Union.  There is no cost to attend, but the Coalition would like advance registration.

 

Public Comment

Maxwell asked about whom to contact regarding the East Lawrence Neighborhood mural.  Swarts advised she should talk to Ed Tato, East Lawrence Neighborhood Association president.

 

Adjourn

There being no further business or comment, Glichrist moved to adjourn the meeting.  Roussel seconded the motion, which passed unanimously.  The meeting adjourned at 6:15 p.m.
