ITEM NO.2A: FINAL PLAT FOR OAKLEY ADDITION NO. 2; SOUTH OF W. 6TH STREET AND WEST OF FOLKS ROAD (PGP)
PF-08-23-04: Final Plat for Oakley Addition No. 2. This proposed planned residential development contains approximately 14.47 acres and is located west of Folks Road approximately 400 feet south of W. 6th Street. Submitted by Peridian Group, Inc., for First Management, Inc., property owner of record.
GENERAL INFORMATION
Current Zoning and Land Use: PRD-2 (Planned Residential Development) District and pending rezoning of incorporated 2.6 acres to PRD-2 [Z-06-26-04]; Existing single-family house and outbuilding to be removed, and large tree and landscaped easements fenced off to remain, otherwise property has been cleared for development.
Surrounding Zoning and Land Use:
ุ O-1 (Office) District and proposed O-1 to the north; Existing house and outbuilding to be removed, medical office building under construction.
ุ A (Agricultural) and RS-2 (Single-Family Residence) District to the east; Developed with single-family residences on acre parcels, vacant parcel, and approved Pinnacle West No. 10 single-family residential subdivision.
ุ RS-2 (Single-family Residence) District to the south; Developed with single-family residences.
ุ RS-2 (Single-family Residence) and RO-1A (Residence-Office) District to the west; Developed with single-family and multiple-family residences.
SITE SUMMARY
Single-family Lots -34 lots with 2-story single-family houses. Single-family lot areas of 5,000 square feet to 11,100 square feet. Average single-family lot area of 6,275 square feet.
Multiple-family Apartment Complex 1 lot, 68 apartment dwelling units (36 one-bedroom units, 32 two-bedroom units) total of 100 bedrooms. Structures (Four 16-plex 2-story apartment buildings, one 2-story clubhouse with 4 apartments, fenced swimming pool, and three garage buildings).
STAFF REVIEW
The final plat is located on the west side of the extension of Folks Road, approximately 400 feet south of W. 6th Street. The plat includes 34 single-family detached dwelling lots and 1 multiple-family lot.
The approved Oakley Court Preliminary Development Plan [PDP-06-07-04], approved by the City Commission on August 24, 2004, acted as the approved Preliminary Plat for this property.
PUBLIC IMPROVEMENTS
Public improvement plans will be submitted to Public Works prior to the filing of the final plat at the Register of Deeds Office.
Note No. 22 on the Preliminary Development Plan stated, Public improvement plans must be submitted for stormwater, streets, sanitary sewers, and waterlines prior to filing of the Final Development Plan.
Note No. 20 on the Preliminary Development Plan stated, All public improvements to be provided through private financing with the exception of Folks Road and Old Oak Court.
TRAFFIC SIGNS
Traffic sign costs will be $715.00 and will need to be paid prior to recordation of the final plat (2 street name markers with post - $190.00 each, 1 combination stop(yield)/street name - $235.00, 1 No Outlet - $100.00) = $715.00
TRACTS
Tract A - 2,511 square feet and Tract B 8,286 square feet; are open space areas which will be landscaped located along Folks Road at the entrance to the single family homes (Larissa Drive).
Tract C 9,414 square feet is an open space area which will be landscaped and contain an outdoor gathering/BBQ area and part of the sidewalk connecting the single family housing area to the swimming pool/clubhouse area.
Tract D 43,731 square feet is a detention basin to be maintained as a wet bottom living pond. Perimeter of detention basin to be lined with native stone boulders. Landscape screening within Tract D to be replaced after construction of the wet bottom living pond.
Tracts A, B, C & D will be owned and maintained by a homeowners association.
DEDICATION OF PUBLIC RIGHT-OF-WAY
The final plat dedicates the remainder portion of the western half of the right-of-way (40 of the 80 Collector) for Folks Road which is not acquired through the Benefit District.
CONFORMANCE
The final plat conforms to the approved Preliminary Development Plan. The submitted final plat conforms to the Zoning Ordinance and Subdivision Regulations.
RECOMMENDATION:
Staff recommends approval of the Final Plat of Oakley Addition No. 2, and forwarding it to the City Commission for acceptance of easements and rights-of-way, subject to the following conditions:
1. Provision of the following fees and recording documentation:
a. Current copy of paid property tax receipt at the time of submittal of the final plat for filing.
b. Recording fees made payable to the Douglas County Register of Deeds.
c. Traffic sign costs of $715.00 will need to be paid prior to recordation of the final plat.
d. Provision of a completed master street tree plan.
