ITEM NO. 17: TEXT AMENDMENT TO HORIZON 2020 TO AMEND MAJOR THOROUGHFARES MAPS (BA)
CPA-2004-01: Amend Comprehensive Plan (Horizon 2020) to amend the Major Thoroughfares Maps (Figures 14 & 15) to show an east-west arterial along the general alignment of the extension of Peterson Road west to George Williams Way and to remove an incorrect section from the Major Thoroughfares Maps, deleting Franklin Road from 31st St. to SLT. Initiated by the Planning Commission at their June meeting.
The Major Thoroughfares Maps were adopted as a part of the Roadway Systems chapter of Transportation 2025 in September, 2002 and as amendments to Horizon 2020 in April, 2003.
In the case of proposed routes, the Major Thoroughfares depicted on the maps indicate where future corridors should be located and are not suggesting specific alignments. Placement of and recommendation for a future Major Thoroughfare does not imply any fiscal commitment or guarantee to construct a facility. It does provide guidance for future land use development and use distribution.
At the April, 2003 meeting, the Planning Commission approved the revised Major Thoroughfares Maps as amendments to Horizon 2020 as replacements for the existing Figures 14 & 15.
At their September 9, 2004 meeting Technical Advisory Committee (TAC) voted to recommend that the Planning Commission amend the Roadway System Plan Chapter of Transportation 2025 to show an east-west arterial along the general alignment of the extension of Peterson Road west to George Williams Way and change the designation of Martin Park Road/N1750 from Peterson to Wakarusa changed from arterial to collector. TAC also voted to defer action concerning removal of arterial designation of Franklin Road from 31st to SLT due to ongoing discussion on the Southeast Area Plan.
Planning Staff recommends that the Planning Commission amend Comprehensive Plan (Horizon 2020) to amend the Major Thoroughfares Maps (Figures 14 & 15) to show an east-west arterial along the general alignment of the extension of Peterson Road west to George Williams Way and change the designation of Martin Park Road/N1750 from Peterson to Wakarusa changed from arterial to collector. No action is recommended concerning removal of arterial designation of Franklin Road from 31st to SLT due to ongoing discussion on the Southeast Area Plan.
