UPR-09-06-03: Revision to the site plan for KOA Campground for the addition of camping cabins; located at 1473 Highway 40.
Sandy Day, Planner, said this is a use permitted upon review, the portion of which you are reviewing is a site plan element of that existing campground facility. It is a property in city limits and originally approved by the city commission in 1979. The purpose of the request is the addition of camping cabins to the portion of the property, and 2100-foot building addition to the office structure for a community room, which will be the backside of what is currently the small convenience store. The applicant brought to staff's attention some of the wording in one of the conditions which created a bit of concern. Condition #15 states no retail sales of camping equipment or canoe equipment are permitted. Staff's intent is that this is a KOA facility, which does have a small convenience store with it, but the retail sales prohibition is targeted towards large campers.
Maintaining the small convenience building and the retail sales of that
element is staff's intent so we do need to reword that condition to be
little bit more specific for the applicant. Mayor Dunfield said it appeared the intent is to allow some incidental items related to camping but not large camping related items like canoes or campers. He said it would seem appropriate to add language stating the intent in condition 15.
Linda Finger, Planning Director, said the language we had was that
commercial uses be accessory to the camping that exist there and not to be open for general public and that is the context of the wording.
Alan Belot, LandPlan Engineering, representing the applicant, said he was OK with the approval subject to the condition as described by the Mayor. It is on the record and he understood that what the planning staff's intent was. He said just reading the item # 15 at first glance it looks like it is retroactive and this campground cannot run without the convenience store.
The other thing he wanted to point out is the record keeping on this
property since it has been there for so long. It was originally approved in the county in 1969. With the information we have now the addition to the existing building was never approved. He said, as a clarification, they are asking to have a twenty-one hundred square foot community building to be a separate building which is shown in the site plan and will not be an addition to the existing building.
Moved by Highberger, seconded by Hack, to approve the UPR-09-06-03, subject to conditions. Motion carried unanimously.
