Meeting called to order at 6:34 p.m.

After review of the August 18, 2004 minutes, Wyatt made a comment that the minutes were written very well. Wyatt made a motion to approve the minutes as written. Patchen seconded. Pass 4-0.
After review of the September 22, 2004 minutes, Wyatt moved to approve the minutes as written. Patchen seconded. Pass 4-0.
Barrington began the discussion by stating that the UMC has represented the city well, and stated that it is critical to go ahead and update to the 2003 edition. Barrington also stated that the UMC has a more complete reference material than the IMC.
Wyatt agreed with Barrington and stated that the UMC has served us well and as far as the mechanical trade, there have been no problems under the UMC. Wyatt stated that he didn’t see any reason to change. Wyatt also stated that during the comparison of the two codes the IMC continually referred to other books in the family of codes.
Patchen stated he prefers the UMC because there is only one book to reference and the UMC is a little more strict than the IMC. Sparkes stated that he has favored the UMC through the whole process. Sparkes also stated that when the recommendation is presented to the City Commission, the board would be better off to have a unanimous vote from all board members. Barrington moved to postpone the recommendation until all members are present. Wyatt seconded. Pass 4-0. Next meeting to discuss only this item set for October 27, 2004 at 4:00 in the Neighborhood Resources conference room.
Wyatt began the discussion by stating that he had talked with Building Inspection to try and get the letter changed and had no luck. He stated that out of the letters that have been set to him as a contractor, there was only one address where he had missed requesting the inspection. There were several others that were sent to him that were clerical errors by the Building Inspection office. Wyatt continued by stating that a customer, after receiving a letter from the City was pretty upset about him not getting an inspection. Wyatt stated that he had actually met an inspector out at their house for an inspection. Wyatt stated that the City is not being business friendly by sending a homeowner a letter before the contractor could have it taken care of. Wyatt requested the board to ask the City Commission to consider this matter since the Building Inspection did not honor their request to change the letter to the homeowner. Sparkes stated that telling the homeowner that there is a possibility of prosecution, it makes the homeowner a little nervous. Barrington stated that the City is reluctant to point out if there has been a mistake made by the City. Barrington stated that service companies generate business through customer referrals and when a customer receives a letter saying the company didn’t do their job, there is negative impact to the company. Wyatt suggested the board attend the next City Commission meeting and request the policy be reviewed and changed as requested by the board. The board agreed to meet at the next City Commission meeting.
Barrington stated the some area municipalities have required only licensed plumbing contractors can install radiant floor heating systems. The board took no action.
Motion to adjourn made by Barrington, seconded by Patchen, pass 4-0. Meeting adjourned at 7:42 p.m.
