RE: UPR-09-06-03; Additional Cabins at KOA

 

Dear Mr. Belot,

 

The City Commission considered the above referenced item on their regular agenda on Tuesday, October 14, 2003. The City Commission unanimously voted to approve the item subject to the following conditions:

 

1.      Execution of a site plan performance agreement;

2.      Correct site summary to include the 2,100 SF addition to the proposed condition.

3.      Correct floodplain and floodway boundary notations

4.      Revise General Note 20-9A to note following information only:

a.      Floodplain panel number and zone

b.      Provide BFE (Base flood elevation) and FFE (finished floor elevations) for structures.

5.      Provide certificate of elevation as appropriate.

6.      Show water line to subject property.

7.      Provide statement regarding water source.

8.      Provide legal description and documentation for access easement for driveway.

9.      Provision of a note that states no reconstruction of the driveway shall be permitted unless otherwise approved by KDOT.

10.  Provide revised site plan to show dimension of driveway at entrance to property.

11.  Revise General Notes per staff approval as stated in the review comments and provide appropriate statements for existing conditions as applicable:

a.      Revise General Note 20-1215 and 20-14A04.9 to include a statement that the parking areas shall be striped in accordance with city standards.

b.      Remove General Note 20-1217

c.      Provide legend for pavement patterns used in drawing.

d.      Remove General Note 20-1432.2 is not applicable to this development as the subject property does not abut public right-of-way.

e.      Revise General Note 20-14A04.2 to state that no exterior parking lot lighting is proposed. If additional lighting is proposed in the future, then the site plan shall be subject to the provisions of Section 20-14A04.

12.  Provide basic landscape schedule per section 1431 for reference relating to primary structures (residence, office, pool and trash enclosure areas).

13.  Provision of a floodplain development permit to document the location and elevation of structures in relations to the floodplain boundary.

14.  Provision of a revised site plan to relocate Unit 71 outside of the floodplain area.

15.  Provision of a note on the face of the site plan that states:  no retail sales of camping equipment or canoe equipment is permitted. “Commercial uses shall be accessory to the camping that exist there and not to be open for general public.”
