The City has received an October 28, 2004 letter from Rev. William Dulin, on behalf of the Ecumenical Fellowship, Inc. requesting funding for speaker fees for the 2005 Martin Luther King Jr. celebration. I have attached the Outside Agency spreadsheet (reflects the funding requests and the approved budgeted amounts for 2005) as well as the request form submitted by the Fellowship for 2005 funding in the amount of $32,500. Commissioners Hack and Highberger reviewed many of the outside agency funding requests and provided their recommendations for funding to the rest of the commission. As I recall, the $5,000 recommended for the Ecumenical Fellowship was in response to the specific amount requested for the 2005 Juneteenth celebration. The balance of the request, which included funding for the MLK speaker fees, was not approved by the City Commission during the annual budget process and thus was not budgeted for 2005.
In the past years, I have approved the following amounts for MLK programs:
· $1,250 for 2000 MLK celebration
· $1,500 for 2001 MLK celebration
· $1,500 for 2002 MLK celebration
· $1,500 for 2003 MLK celebration
· $1,400 for 2004 MLK celebration
In addition, the City Commission approved a mid-year funding request in 2004 for $5,000 for the 2004 Juneteenth celebration.
The policy on mid year funding requests is attached. This policy was developed for agencies to utilize in the event that their funding needs/application did not match the annual budget process timeline.
