1. Agenda Item Request Set a bid date of December 14, 2004 for Project No. 77-ST17-1100(S), 23rd & Haskell Stormwater Mitigation Pond.
2. Project Description/History. In July 1999, KDOT solicited applications for Federal Transportation Enhancement funding for local projects. The City responded with several applications, including the Haskell Stormwater Mitigation Basin project. This project proposes to construct an extended wetland detention system in the drainage path downstream from the K-10 corridor near Haskell Avenue. This system will capture pollutants that currently travel through Haskell University into the Baker wetlands.
KDOT selected this project for the TE-21 program. The City entered into an agreement with KDOT on November 28th, 2000 to proceed with this project. KDOT agreed to reimburse the City for 80% of the cost of construction. Total construction cost was estimated to be $111,000.
The City spent $57,000 for engineering design, completed in October 2002. The City spent $73,500 in May 2002 to purchase 3 acres of land for the project. The City also entered into an agreement with KDOT in January 2004 to be reimbursed for 80% of the estimated $7,400 cost of inspection. Total construction cost is now estimated to be $130,000. On November 2, 2004, KDOT authorized the City to take bids for construction of this project.
