TEMPORARY USE PERMITTED UPON REVIEW

A.                 SUMMARY

 

TUPR-11-37-04: A request to permit temporary overflow parking at St. Margaret’s Episcopal Church; 5700 W. 6th Street.  The applicant proposes to pave the first lift of an approved parking lot expansion to provide an additional parking area while the W. 6th Street improvement project and the next phase of the church expansion are under construction.  Requested by John Pendry on behalf of the St. Margaret’s Episcopal Church, property owner of record.

 

B.        GENERAL INFORMATION

 

Current Zoning and Land Use:

RS-1 (Single-Family Residence) District; existing church campus.

Surrounding Zoning and Land Use:

RS-1 District to the east; undeveloped future City water tower site.

 

A (Agriculture) District to the north, west and south; undeveloped/ag uses.  Property to north is proposed for residential development as part of Oregon Trail Subdivision and property to south is proposed commercial/office development as part of Diamondhead Subdivision.

Staff Recommendation: Planning staff recommends approval of the site plan subject to the following conditions:

1.      Provision of a revised site plan to show the specific parking lot layout/striping for the temporary pavement surface and placement of perimeter bumper blocks;

2.      Notation on the plan that this temporary parking area/staging area is permitted through December 2005; and

3.      Execution of a site plan performance agreement.

 

 

 

 


C.        STAFF REVIEW

 

The City Commission recently approved a site plan for a building addition and parking lot expansion at St. Margaret’s Episcopal Church at 5700 W. 6th Street.  The improvements include the construction of additional parking on the east side of the existing church.  The congregation has typically used ‘front lawn’ parking for overflow parking needs at Christmas and Easter.  This front lawn area is no longer available as it is currently being used as a staging area for the W. 6th Street improvement project by the State’s contractor.

 

The applicant has requested permission to lay the first lift of pavement within an area that will become part of the expanded parking lot to utilize as an overflow parking area.  This area will particularly be needed in December for the Advent and Christmas services and in the spring for the Easter services.  The temporary parking area will be approximately 60’ x 120’ and will accommodate 30 – 40 additional vehicles.  The permanent curbs will not be installed until the building addition and site improvements are nearing completion.  Staff has suggested that bumper blocks be placed along the perimeter to prevent vehicles from driving on unimproved surfaces.  The applicant has indicated that this can be done.

 

The first lift of pavement will provide a hard surface for overflow parking and, during off-peak seasons, will provide a staging area for the contractor while the building addition is under construction.   The applicant has requested permission to use this temporary area from December 2004 through December 2005.  This period will accommodate both the overflow of seasonal Church services and the staging area required for the building addition.

 

Section 20-1425 permits the location of temporary off-street parking areas for special events of a noncommercial nature.  The Zoning Ordinance specifically states that the City Commission may grant this approval through a Temporary Use Permitted upon Review.  In past years, the Commission has granted similar approvals at St. Lawrence for Ash Wednesday and Easter services.  Temporary parking was also approved as part of the site plan approval for the most recent St. Lawrence expansion to provide an alternate parking location while the site was under construction.

 

As noted above, the site plan for the proposed building and parking lot expansion at St. Margaret’s (SP-08-52-04) was approved earlier this month based on the findings in Section 20-1432.  This temporary parking area is located within the proposed parking lot expansion and will not permanently alter the site improvements for this property.  Staff recommends approval.
