Dear Mr. Corliss:
It is our pleasure to submit this proposal for evaluating the fiscal impact of current and projected growth to the City for at least a five-year timeframe. There are several points from our proposal related to selection criteria that are summarized below.
1. The consultant team has extensive relevant experience assessing the cost of growth in growing communities – Tischler & Associates, Inc. (TA) focuses on fiscal impact evaluations, revenue strategies and the calculation of various exactions (i.e. impact fees/excise taxes). The firm has conducted more fiscal impact evaluations (over 400) and calculated more impact fees (over 500) than any other firm in the country. HNTB has extensive Kansas City as well as national experience and will provide planning, legal and costing/engineering input as appropriate. TA and HNTB have worked together on numerous assignments, including in the Kansas City area.
TA’s fiscal impact analysis will reflect all relevant revenues, operating expenses and capital costs generated by growth. This will enable the City the opportunity to understand the interplay of different land uses on the demand for City services and the fiscal results. Given our unsurpassed fiscal impact experience, our proposal offers two likely approaches for achieving this objective, based on the findings of a Phase I Feasibility Analysis.
2. The consultant team has extensive relevant experience related to revenue/implementation strategies – As part of its fiscal impact analysis assignments, TA is frequently called upon to assist communities with strategies to fund projected facility and service delivery shortfalls. This is accomplished either through a subsequent impact fee/excise tax study or an overall revenue/implementation strategy that suggests several funding options as an overall “package”. As indicated in the proposed work scope, the financial requirements and limitations of each option will be measured by several fiscal indicators including yield, volatility, and equity. Elizabeth Garvin, a land use attorney and planner with HNTB, will examine the legal requirements and limitations of each revenue alternative including relevant State enabling legislation and steps the City would have to take to legally implement each revenue alternative. The final analysis will involve evaluating the revenue alternatives based on non-financial, non-legal factors such as public acceptance, administrative feasibility, cost of implementation, and technical ease.
3. The consultant team has extensive relevant experience related to successful facilitation/community participation - Both team members have worked with both public and private sector clients and in many community participation efforts. In fact, HNTB was recently honored with a national award. The National Transportation Public Affairs Workshop recognized HNTB with a 2000 EXCEL Award for their public involvement efforts on a major planning effort in Kansas City.
