Co-Chairman Jim Carpenter called the meeting to order at 6:30 p.m.

 

1.        Review minutes from August 18, 2004.


Member Frank Lewis made a motion to approve the minutes from the
August 18, 2004 meeting. Member Kenny Breithaupt second the motion. The motion passed 3-0.

 

2.        Presentation from Jim Stuit, Field Operations Supervisor over sanitary sewer stubs.

         

Mr. Jim Stuit began his presentation covering the pros and cons of requiring sewer stubs. The pros Mr. Jim Stuit pointed out were the elimination of redundant excavation, a tighter better installed tap, prevents pavement cuts, and prevents excavation in drainage easements.

 

Mr. Jim Stuit then addressed the cons. Who would maintain these lines, the above ground markings could be removed or covered, and in many cases the contractors do not take the time to review as-built measurements before excavating.

 

Mr. Jim Stuit went on to cover some common problems his department had run into with the present connection process. Mr. Jim Stuit also addressed the private line ordinance (Ord. 7743), inflow and grease problems in the city main.

 

With the presentation over, the Board thanked Mr. Jim Stuit for coming.

 

Co-Chairman Jim Carpenter requested comments on the letter staff prepared concerning the Board’s recommendation to the City Commission requiring stubs on City sewer mains. Member Frank Lewis made a motion to approve the letter and send it to the City Commission. Member Kenny Breithaup second the motion, the motion passed 3-0.

                   

3.        Discuss chapters 32 and App. A, J of the IRC (International Residential Code).

 

The only concern over Chapter 32 was section 3201.5 # 3. Co-Chairman Jim Carpenter requested that section 3201.5 # 3 be marked for review.

 

With no additional comments Co-Chairman Jim Carpenter asked if there was any new business.

 

Member Kenny Breithaupt brought up the open permit letters that the City sends to home owners. Member Kenny Breithaupt felt that the language was to strong. Member Kenny Breithaupt went on to say that many home owners expressed that they thought they were going to be prosecuted, not the contractor.

 

Staff informed the Board that adjustments had been made to the letter to reflect that it was a copy of a letter sent to the contractor. Staff also stated that the homeowners were responsive to the letter and that response was greatly reducing the number of new permits with open inspections.    

 

Member Kenny Breithaupt then brought up the restriction of plastic drainage piping to residential construction in the City of Lawrence plumbing ordinance. Member Kenny Breithaupt suggested that the ordinance was out dated and that most other cities do not have that restriction. Co-Chairman Jim Carpenter suggested that the ordinance be addressed once the Board made their decision on what code to review. All agreed.

 

With no more new business a motion was made by Member Kenny Breithaup to adjourn the meeting, Member Frank Lewis second the motion, the motion passed 3-0. Co-Chairman Jim Carpenter adjourned the meeting at 7:25 p.m.
