Project Description

Contract with Bartlett and West Engineers for design and construction phase services - North Lawrence Pump Stations 1, 2, and 3 Improvement Project - (Utilities Project #1SS-104). Presented for consideration at the December 14, 2004 City Commission meeting.

 

Project Description/History

The Utilities Department proposes to improve existing sanitary sewer pump stations in North Lawrence in accordance with the 2003 Wastewater Master Plan and Wastewater CIP. Bartlett and West have completed a Preliminary Study of the project to determine the scope of the renovations and replacements needed specific to each of the three stations. This work was moved forward on the 2004 CIP as it was incorrectly scheduled in the master plan. This work is needed to improve system reliability and to provide expanded service capacity for these stations through the planning period.

 

Project Status

Based on preliminary design findings Bartlett and West is now prepared to deliver design and construction services. Specific portions of their effort include:

1)     Completing detailed design of three pump stations #1 (301 North Street), #2 (570 Walnut Street) and #3 (720 Grant Street) costing $163,800 (7.6% of the projected project costs).

2)     Performing construction administration and inspection services during construction of the lift stations for $149,900 (6.9% of the current projected project costs)

 

Staff evaluated six responses to Requests for Proposals (RFP’s) for the project. The proposal from Bartlett and West Engineers is recommended based on overall professional experience of the firm, proposed project approach and understanding, cost projections, and qualifications of the Project Manager, staff and sub-consultants.

 

Project Details

Work is to include the design for reconstruction of pump stations #1 and #2 and major renovation of station #3. A map is attached showing station locations. Final design and bid documents are expected to be completed in July of 2005. A more detailed duration and timing of construction is to be developed as part of these design services and bid document preparation. Preliminarily, construction, once underway is expected to take up to 12 months.

 

Traffic control plans as needed will be considered and developed during detailed design. A public meeting will be held for stakeholders as part of the design services and in consideration of their interests.  

 

This work is outsourced to qualified consultants as the City does not retain sufficient engineering staff or possess certain areas of expertise required to perform this type and level of effort. Existing qualified staff is dedicated to project oversight and review of project plans, specifications, and performing overall project administration of all major CIP projects.

 

Project Funding

Funding is through the Utilities Capital Improvement Program funds.

 

Action Request

We request that the City Commission approve a contract with Bartlett and West Engineering in the not-to-exceed amount of $313,702.30 for detailed design and construction phase services for the North Lawrence Pump Stations 1, 2, and 3 Improvement Project (Utilities Project #1SS-104).
