SUBJECT:       CDBG Contingency Funds for Lawrence Open Shelter Renovations

The City Commission recently approved a request by the Lawrence Open Shelter (LOS) to increase their capacity from 20 individuals to 30.  To accommodate this expansion, LOS is required to extend the existing sprinkler system.  LOS has requested CDBG Contingency funds in the amount of $2,389 to extend installation of the Fire Sprinkler System and complete minor storage improvements at the facility.  This request was considered and approved by the NR Advisory Committee at their December 9, 2004 meeting.

Funding for this project is available from 2004 CDBG Contingency funds and will require a Substantial Amendment to the 2004 Consolidated Plan Investment Summary.  A Substantial Amendment to the Consolidated Plan requires citizen input as well as publication of a notice regarding the proposed amendment.  The notice will be published Wednesday, December 15, 2004, which begins the thirty (30) day written comment period and the item will be on the City Commission agenda for approval on December 21, 2004.  If approved by the City Commission, staff will forward the amendment to the local HUD office.  Funds would be available to complete the project after the thirty day written comment period ends on January 15, 2005.

Staff recommends approval of this project.  If you have further questions, please let me know.
