Engineering Contract – Amendment No. 1 of the Engineering Services Agreement between Delich, Roth & Goodwillie, P.A. and the City of Lawrence, Kansas
This is an amendment to the July 22, 2004 Engineering Services Agreement between Delich, Roth & Goodwillie, P.A. (DRG) and the City of Lawrence, Kansas.
Project History.
July 2004 – City hired DRG for Study Phase Services for the following Capital Improvement Projects at a cost of $24,238.
· CS04-01, 02 (21st Ousdahl to 23rd Naismith Relief Sewer)
· CS04-05 (24th and Crossgate Relief Sewer)
· CS04-06 (Wakarusa and Harvard Relief Sewer)
December 2004 – Preliminary Report received, reviewed by City Staff. The Preliminary Report concluded that several of the relief lines related to the above projects (specifically 21st and Ousdahl to 23rd and Naismith, and Wakarusa and Harvard) are not necessary, resulting in substantial savings of CIP funds.
January 2004 – DRG submits Scope of Services based on needs identified in the Preliminary Report. This includes a thorough study of two basins and nine sub-basins in the south and west portion of the City (see the attached map). The studies of these basins will the basis for decision-making regarding the following CIP Projects:

Project Status. The amendment proposed by DRG has two flow-monitoring options. Utilities Department staff has reviewed the amendment and selected a flow-monitoring option.
Project Details. The Scope of Services for this amendment includes Phase 1 (conceptual evaluation, data collection, hydraulic modeling) and Phase 2 (conceptual evaluation report and recommendations) as well as two flow-monitoring options. The fee proposal is shown below.

The Utilities Department recommends for Flow Monitoring Option 1 costing a total of $55,166.00 and will use in-house resources to perform the additional tasks outlined in option 2 and valued by the engineer at $64,000.
Project Funding. This project will be funded with CIP funds as provide for in the latest rate study and adopted rates.
Action Request. Utility Department staff requests approval from the City Commission to authorize the City Manager to amend the existing engineering contract with Delich, Roth & Goodwillie, P.A., for $55,166.00 for Wakarusa River and Yankee Tank Creek sewage basin studies with associated flow monitoring.
