RE:

February 8 , 2005 Agenda Item

Please include the following item on the City Commission consent agenda for consideration at the February 8, 2005 meeting:

Re-keying of the City Hall building

This project will include replacing all cylinders and keys for the City Hall building. We are also adding proximity readers - one at the lower level entrance and one on the entry door to each of the Departments.

Project History.  City Hall keying has never been changed or updated. The building was opened in August of 1980. We have had keys lost, and keys not returned when employees either quit or were terminated. We also have an abundance of Master Keys issued to employees that give them access to every door in City Hall.

Project Scope.  We are replacing every cylinder in City Hall. We are adding security with the addition of the proximity readers. Cards will be issued with a different code for each employee. The readers will be programmed for different access levels and times. The readers will also tell us who came in and when, who tried to get in and was denied.  When an employee is no longer working at City Hall their access card can be rendered useless in seconds.

Project Details.  The project includes all installation and training. With this project, an employee ID system can be implemented. An employee of the building would wear an ID card/proximity card.  If increased security is required in the future additional security options are available with this system.

Project Funding.  Funding for this project comes from the Building Maintenance Budget Line Item No. 001-3400-574-90.05.  This is under State Contract #31361, Addendum 6.

Action Request.  Building Maintenance staff requests approval from the City Commission to authorize the contract for the re-keying of City Hall to:

Stanley Security Solutions, Inc.

Best Access Systems Division, in the amount of $22,108.72.
