A quorum was established and Chairman Queen called the meeting to order at 4:07 pm

 

Approval of October 25th , 2004 minutes

Board reviewed minutes. Stogsdill moved to approve minutes as written, seconded by Smalter.  Motion passed 3-0, 1 abstention

Reports and Unfinished Business

The board continued review of Chapter 11.  Jones introduced Joe King.  Mr. King is an Architect with Coriolos Architecture and Energy.  Mr. King gave a brief presentation of his involvement with the adoption of the energy codes by the Johnson County Building Officials. (JOCOBO)  Mr. King also explained the several residential energy rating systems Home Energy Rating System (HERS), and REScheck, a energy evaluation software, as well as how to apply the provisions of the 2003 International Energy Conservation Code in single family home construction.  Mr. King also talked about vapor barriers and basement insulation.

 

The board discussed the different methods to comply with the provisions Chapter 11 and possible amendments and alternatives to the prescriptive methods of the IRC.  The board also discussed what effect the higher energy standards would have on the cost of construction as well as the inspection process.  Queen stated that the increased cost associated with higher efficiency standards would more greatly effect low and moderately priced homes.  Queen also stated that he thought it could easily add $1,200 to the price of a single family home.  Craft added that at current energy prices the added costs in construction would be made up over time in lower energy bills,  but if energy cost went up that difference would be made up sooner and homeowners would benefit sooner, and have greater long term savings in energy cost.  The board reviewed the Johnson County Energy Code  Compliance Checklist for One and Two Family Dwellings.  Joe King stated that he thought the check list offered a easy way for builders to comply with the code.  The checklist would be submitted at plan review stage.  Smalter questioned who would provide the inspection for the checklist.  Would there have to be an added inspection, or would the builders have to voluntarily comply.           

 

Queen stated that to comply with the prescriptive methods of the IRC would require a drastic change from current methods of constructions.

 

Stogsdill stated that due to the political sub currents involved he suggested that the board needed more input from the public.  Smalter stated that the board should receive input from others in the building community. Stogsdill thought that end users such as local builders and the Lawrence Home Builders Association should be involved.

 

Queen suggested that the board do a cost analysis of a low, mid and upper priced home to determine the cost benefit of the new energy standards.

 

Queen suggested the board table the review of Chapter 11 until a cost analysis could be completed.

Smalter made a motion to adjourn, seconded by Stogsdill.  Motion passed 4-0
