1.      Hoch requested and began receiving “line item” bids for comprehensive rehabilitation projects. 

2.      Hamm and Hoch received training on input of projects for the HUD Integration Disbursement and Information System (IDIS) and began input of projects in the system.

3.      Swarts and Nau were liaison to the NR Advisory Committee, Practitioners Panel, and Task Force on Homeless Services and attended all their meetings and subcommittee meetings.  With regard to the TFHS, Swarts scheduled, facilitated, and attended eight focus groups meetings in a 10-day period for the TFHS, culminating with the community wide meeting with attendance of 100+.   

4.      Swarts was staff liaison for the Housing Trust Fund Board, regularly attending their meetings.   

5.      Hamm and Hoch were staff liaison for the Community Development Grant Review Board meetings. 

6.      Cardin regularly attended NRAC, Practitioners Panel, TFHS, HTF Board, and Grant Review Board meetings to take the minutes of the meetings. 

7.      Swarts prepared 28 Mortgage Releases and 15 Subordination Agreements for CC approval.

8.      Swarts, Hamm, and Hoch, facilitated the acquisition of property for Habitat for Humanity (338 Funston). 

9.      Nau, Swarts, and Cardin completed the 2004 Annual Update to the Five Year Consolidated Plan that includes allocations of $1,998,101 in CDBG and HOME funds and the Annual Performance Report for 2003 that details expenditures of $1,722,685 in CDBG and $1,071,794 in HOME funds and program income of $294,385 for CDBG and $80,085 for HOME. 

10. The division received notification from the HUD office that after their review of the annual Performance Report, the City successfully passed the Annual Community Assessment (ACA) performed by the Office of Community Planning and Development (CPD).

11. Nau and Swarts, working with six local agencies, submitted the annual grant application for the 2004 Kansas Emergency Shelter Grant and the City received an award of $59,218. 

12. CDD staff attended the following meetings or celebrations:  CC meeting celebrating National Community Development Week; the HUD Y’all Come Meeting in Topeka; and Kansas NAHRO meetings in May and November;

13. Swarts participated on the Planning Committee for the Kansas Statewide Homeless Summit, prepared the Resolution for the City Commission recognition of the Summit and attended the CC meeting, the pre-summit Reception, and the Summit (Swarts introduced the Mayor).  Nau also attended the Reception and Summit

14. Nau and Swarts attended he HUD Grant Award media debriefing for the LDCHA “HOPE Building” supportive housing project.

15. Swarts and Walthall, CED Manager, attended and participated in the Prairie Ridge Low Income Tax Credit Project Ribbon Cutting with then Mayor, David Dunfield.

16. Hamm, Hoch, Nau, and/or Swarts attended the following outside training:  HUD sponsored CDBG, Labor Relations, Environmental Review, and IDIS training; State of Kansas ESG Program training;

17. Hoch attended the Heart of America Code Officials Training-Wood Deck Construction Workshop; Healthy Indoor Environments Conference-Mercury, Lead, and Mold Triggers; and Heart of America Code Officials Training-Window Installation Masters Course.

18. Hamm and Hoch attended the KDHE Lead Hazards Enforcement Discussion and Child Lead Poisoning Report seminar. 

19. Hamm, Hoch, Nau, and Swarts attended the following City sponsored training:  Diversity Training, City Liaison Board Reception, Section 106 Review, Legal Notices Publication, and Stress Management seminars.

20. Swarts attended the ICMA Annual Conference at KU and “Equal Opportunity Law” seminar.  

21. CDD staff provided technical assistance as requested to various subrecipients, clients, Tenants to Homeowners, Inc., the LDCHA, Habitat for Humanity, Inc., and other City Department personnel.

22. CDD staff appreciate the excellent working relationship between CDD and CED.  CED personnel are always willing to work with the rehab staff on questions or concerns that may arise during rehab jobs and have been willing in particular situations to assist when CDD staff were  not available. 

23. CED staff have provided several articles for the CDD staff generated City Connection newsletter that have been informative for the community. 

 

2004 Code Enforcement Division Accomplishments

 

  1. Recommended and implemented changes to the environmental code – Wyatt, Johnson
  2. Coordinated review and adoption of the 2002 National Electric Code – Burke
  3. Code Review Committee consisting of various city staff, trades boards members, and other interested parties completed comparison of code organizations and recommended the ICC codes be adopted by the City – Jones Pinnick, Walthall and Cardin
  4. Participated in the Lawrence Home Show – Pinnick, Jones, Burke, Mills, O’Brien
  5. Completed building code effectiveness survey—Walthall, Pinnick, Jones, Mills, O’Brien, Burke
  6. Standardized CED forms – Cardin et. al.
  7. Created permit informational pamphlet and worked with home improvement stores to distribute to public – Burke, Wyatt
  8. Created informational sheet for online permit tracking – Jones, Cardin
  9. Created and began implementation of catalog system for SWAN files – Cardin
  10. Completed enforcement actions regarding 300 ADA complaints – Jimenez and DeLaTorre
  11. Burke completed term as President, Missouri/Kansas Chapter, International Association of Electrical Inspectors
  12. Wyatt completed term as Secretary, Kansas Association of Code Enforcement
  13. Burke obtained residential combination inspector certification
  14. Jimenez obtained Accessibility Inspector/Plans Examiner certification
  15. Jones obtained Accessibility Inspector/Plans Examiner certification
  16. Jones obtained Building Plans Examiner certification
  17. O’Brien obtained residential combination inspector certification
  18. Added 300 properties to register of rental properties in single-family zoned districts—Jimenez, DeLaTorre
  19. Number of housing complaints processed increased 19.5% from 2003, (118 to 141)—Jimenez, DeLaTorre
  20. Number of weed complaints processed increased 39.6% (618 to 863) from 2003, with no decrease in environmental blight cases (710 to 712) and 43% increase in number of structural blight cases (72 to 103)—Johnson, Wyatt
