A quorum was established and Chairman Queen called the meeting to order at 4:07 pm.
Approval of August 19th, 2004 minutes
Board reviewed minutes. Board discussed amending the minutes to change second sentence first paragraph strike the word “requiring” and replace with the word “mandating”. Smalter moved to approve the minutes as amended, seconded by Porter. Motion passed 4-0.
The board discussed amending the Code to require storm shelters in single family homes. Jones advised the director of NR Victor Torres has requested the board to make a recommendation to the commission for storm shelters in new single family homes. The chairman asked if Mr. Torres could clarify that directive. Mr. Torres explained that the commission would like a recommendation from the board on whether or not storm shelters should be required in the City of Lawrence. Mr. Torres said that recommendation did not have to be a formal statement. It could be included as part of the minutes.
The Building Code Board or Appeals recommends that the City of Lawrence not mandate storm shelters as part of new single family home Construction. If the City Commission chooses to mandate storm shelters for new single family homes, then the Building Code should be amended to adopt approved recognized standards of construction. Stogsdill moved to approve the recommendation, seconded by Smalter. Motion passed 4-0.
Section R602.6 Drilling and notching studs. Jones advised that a 2 9/16” hole is required for a 2” plumbing drain or vent. He further stated that a 2 9/16” hole in a 2x4 wall would not comply with the drilling and notching provisions of the Code. The Board briefly discussed amending the code to compensate for plumbing in walls. No conclusions were reached. The consensus was that the code contained provisions for cutting and notching. If the plumbing could not fit within a 2x4 wall and comply with code, it is the responsibility of the architect, contractor, and subcontractor to design and plumb the structure to comply. No action on section R602.6.
No action on Chapters 7, 8, 9, and 10.
The board began review of chapter 11. The board noted that chapter 11 referenced the International Energy Conservation Code. Member Stogsdill noted that current single family construction methods did not comply with Chapter 11 of the IRC. Chairman Queen tabled review of chapter 11 until the board had a chance to look at a copy of the IECC.
