Lawrence-Douglas County Health Board
CALL TO ORDER
The monthly meeting of the Lawrence-Douglas County Health Board was held Monday,
December 20, 2004. Chair Tom Liebl called the meeting to order.
MINUTES
The November Health Board minutes were approved on a motion by Donna Bell with a second by Gladys Sanders.
ACTIVITY AND FINANCIAL/VOUCHER REPORTS
Donna Bell moved that the Board accept the financial and activity reports for November. Sherri Vaughn provided the second and the motion passed.
Director’s Report
1. Richard Ziesenis reported that the Developer for the Red Tail Ridge subdivision signed the Lawrence-Douglas County Health Department Water Supply Agreement. A copy of the Lawrence-Douglas County Health Department Water Supply Agreement will be distributed with the January Health Board packet.
2. Kay Kent spoke to the Board concerning flu vaccine supplies. The Mass Immunization exercise at the University of Kansas’ Allen Field House on Sunday, December 12, 2004 was a success. The 900 doses remaining after the exercise, plus an additional 100 doses that were purchased locally, were all dispensed at the Health Department by Thursday, December 16, 2004. Currently only Vaccine For Children (VFC) flu vaccine is available at the Health Department, however additional shipments are expected in the near future.
3. Kay Kent reported on the immunization incentive program for Vaccine For Children (VFC). KDHE has announced that they will be expanding the program to additional counties, including Douglas County, after a successful pilot program that was conducted in ten counties throughout Kansas. In the pilot program vaccination rates in those counties increased as much as 30 percent.
4. Kay Kent updated the Board regarding the letter that she wrote to the City Commissioners stating that the health perspective related to the smoking ban has not changed since the ban was imposed. She also attended the City Commissioners meeting on December 14, 2004 when the smoking restriction was on the agenda.
5. Kay Kent reported that there have been five confirmed cases of Pertussis reported in Douglas County since September 2004, plus another six that are probable. In addition, numerous cultures were sent to KDHE for testing. Over 170 individuals have been contacted regarding the outbreak. So far this year there have been ninety confirmed cases in Kansas compared to thirty-seven for all of 2003.
6. The Board signed letters of congratulations for Sue McDaneld on her ten years with the Health Department and for Jim McDaniel on his five years with the Health Department.
Other New Business
Marla Brandon updated the Board on results of accepting credit/debit cards for payment for Health Department services. After reviewing the results of the first six months of the program Marla indicated that the increase in return on bad debit collection has offset the monthly administrative costs. Based on that evidence Marla requested board approval to purchase the credit card processing equipment at a cost of $595, minus $140 paid in rent to date. The request was approved on a motion by Sherri Vaughn and seconded by Donna Bell.
Kay Kent requested Board approval to submit an RFP for a consultant to help with updating the Lawrence-Douglas County Health Department Personnel Policy Handbook. The Board agreed to have Kay proceed with the submission of an RFP.
Kay Kent reported that the cost of system furniture purchased was $2,152.02, which was within the $3,000 in existing grant funds that the Board approved in November.
The next Health Board meeting has been rescheduled for January 24th, 2005.
