RE:

March 15, 2005 Agenda Item

Please include the following item on the City Commission consent agenda for consideration at the March 15, 2005 meeting:

Engineering Contract – Amendment No. 1 of the Engineering Services Agreement between BG Consultants, Inc. and the City of Lawrence, Kansas

This is an amendment to the June 24, 2004 Engineering Services Agreement between BG Consultants, Inc. and the City of Lawrence, Kansas.

Project History

June 2004 – City hired BG Consultants for Engineering and Bid Phase Services for the following Capital Improvement Project at a cost of $23,724.

·         CS04-04, 02 (6th & Indiana Sanitary Sewer Improvements)

December 2004January 2005 In review of the draft plans for the project, property acquisition concerns were raised by property owners along 6th Street, prompting staff to consider evaluation of alternate alignments.

February 2005 – BG Consultants evaluates alternative alignments for the sanitary sewer that will reduce conflicts with existing property uses. BG Consultants recommends an alignment which crosses 6th Street along the Mississippi Street Right of Way.  This alignment does not require construction activity in 6th Street and will not interfere with the 6th Street resurfacing project

March 2005 - BG Consultants submits a proposal for the work covered by this amendment.

Project Status/Project Details.  The Scope of Services for this amendment includes the preparation of construction plans for the alternate sanitary sewer alignment along Mississippi Street; the preparation of required easement descriptions and strip maps; construction observation services during the construction of the project; and the preparation of weekly construction reports.

Project Funding.  This project will be funded from the non-bonded construction fund.

Action Request.  Utility Department staff requests approval from the City Commission to authorize the City Manager to amend the existing engineering contract with BG Consultants, Inc., in the total amount of $32,127. This amount includes design of the alternate alignment and revision of the existing construction documents and plans ($9,000); and the addition of construction phase services including 8 weeks of resident construction observation ($23,127).
